TITLE: PM Youth Shelter Team Lead

HOURS: Full-Time, Tuesday to Saturday 2pm - 11pm

SALARY: $20.00 $1.00 Bilingual Certification, Bilingual Preferred

$1.00/hr for hours worked from 10pm-6am

JOB SUMMARY:

The Youth Crisis & Homeless Services helps prevent and address youth homelessness by providing a continuum of supportive services with access to emergency and permanent housing. This position is part of the Basic Center Program/Youth Shelter Team and reports to the Youth Crisis & Homeless Services Program Manager. The Youth Shelter PM Lead is responsible for supporting the Program Manager with day-to-day operations of the shelter, hotline, and community-based services. Provides culturally and linguistically appropriate advocacy and case management services to help youth heal from their trauma and reunify with their families.

OVERVIEW:

1. Support the Program Manager in leading the shelter facility operations and case management including but not limited to oversight of daily shelter functions, client support, contract and licensing compliance and procedures.

2. Serve as a liaison for Case Manager, and Youth Specialists to support client needs, such as coordinating transportation accessibility for client needs, meal planning and preparation.

3. Support Program Manager in hiring, on-boarding, and training of staff & volunteers, identify areas of new training or skill building for staff.

4. Provide quality assurance of timely data for program documentation in compliance with licensing standards through auditing intakes, client files, facility documents, and agency database.

5. Provide oversight of all shelter facility maintenance & repairs coordination including maintaining all health, safety, and licensing requirements both inside and outside the shelter facility and vehicles.

6. Oversee facility purchases including groceries and supplies as well as petty cash, vehicle expenses such as gas receipts submission and reimbursement process ensuring they are completed efficiently and accurately in a timely manner.

7. Ensure facility cleanliness and organization, both internal and external, as required by Community Care Licensing Standards including all health and safety requirements.

8. Assist Case Managers and Youth Specialists in developing and monitoring service delivery plans, monitor youth’s response to interventions and update or modify plans as indicated by the youth’s response and safe exit of residents per case plan.

9. Oversee the scheduling and coordination of activities for youth at shelter, and coverage of the 24/7 Crisis Hotlines.

10. Assess youth and family needs during crisis situations and determine need for temporary emergency shelter. Provide emergency field response as needed.

11. Participate in regularly scheduled staff meetings, in-services, and mandatory trainings. Maintain up to date certifications per licensing requirements.

12. Support the design and implementation of effective, respectful, and high-quality services that are congruent with and responsive to the diverse cultural needs of youth.

13. Respond immediately by phone or in person to youth and other callers through the 24/7 Crisis Hotlines and provide crisis counseling, information and referrals including but not limited to participating in intake process, and/or placement of youth.

14. Develop appropriate relationships and maintain appropriate and ethical boundaries with clients, volunteers, and staff.

15. Maintain lines of communication with supervisors regarding programs, clients, volunteers, and staffing in a timely manner.

16. Support a positive working environment and work successfully as a member of a team.

17. Provide direct supervision of volunteers including their scheduling and training.

18. Other duties as assigned.

QUALIFICATIONS:

Minimum qualifications include a B.A. in psychology, sociology, criminal justice, or related field or equivalent experience working with youth and families in a crisis intervention capacity or in a residential facility. Bilingual fluency is preferred; English/Spanish written and oral communication skills. Must be able to interact effectively with and collaboratively with youth, mental health professionals, social workers, and law enforcement. Requires flexibility with schedule as crisis situations may necessitate staff to respond outside of normal schedule. Ability to handle emergency/crisis situations, as well as possess strong skills in decision making, case management, conflict resolution, leadership and excellent time management skills. Must be able to prioritize tasks, organize thoughts and communicate well both verbally and in writing. Computer literacy with MSWord, Excel, PowerPoint, and the Internet. Must have completed or be willing to complete the required 60-hour domestic violence and human trafficking training within 3 months of hire.

Must comply with all Community Care Licensing Standards which includes proof of current (within 1 year) negative TB test, or willingness to obtain one. Ability to obtain a physical to perform work duties. Valid First Aid and CPR certification or willingness/ability to be certified. Successful background and criminal clearance required and maintained, including but not limited to California Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Child Abuse Index and Department of Motor Vehicles (DMV). Proof of a valid California Driver’s License, reliable transportation, proof of automobile insurance (listed as covered), pass and maintain driving approval as required by our insurer.
