Description

This position supports the National Guard Bureau (NGB) J36 Cyberspace Operations Division at the Temple Army National Guard Readiness Center in Arlington, VA. The position supports requirements that involve cyberspace operations activities to include knowledge management, gap analysis, resource monitoring and information sharing. Additionally, the position provides support to the NGB-J39 NG Chemical Biological Radiological Nuclear (CBRN) Response Enterprise (CRE) requirements to include requirements to include Homeland Defense, Civil Support, Homeland Response Force (HRF)/ Chemical Biological Radiological Nuclear Enhance Response Force Package (CERFP), Civil Support Team (CST) and Standardization, Evaluation and Assistance Team (SEAT) observations, meetings, and documentation.

The Defense Support of Civil Authorities (DSCA) Cyber Operations Officer is responsible for the following:

  • Provide integrated program support to include operations, resources, and communications. The Government requires integrated support across various NG customers' functional areas that may include more than one support area on any given project with activities that frequently overlap each other. Provide timely, disciplined, methodical, and reproducible professional support services with reach-back capabilities and a commitment to long-term excellence with maximum quality, efficiency, and productivity.
  • Provide a program summary report for each NGB-J36 mission area, identifying any discrepancies (IAW with specified information provided during meetings, federal and state regulations and guidance, Divisional tactics, techniques, and procedures etc.) found after reviewing strategic, operational, and tactical documents.
  • Monitor and track Division tasks and requests for information received through email, meetings, discussions, and tasker systems to include the NG Task Management Tool (TMT). Review and gather information required for responses and task completion regarding the subject matter of the tasker and provide a list of their ongoing tasks and status in the Monthly Progress Report.
  • Review, update, monitor and perform records management for the storage of physical and electronic file repositories for the Branch and the Program in Government facilities and on Government information systems in the formats and structures in the standard formats provided by the Government and provide a summary of records management tasks performed in the Monthly Progress Report for review and approval of the NGB-J36 PM.
  • Review and analyze strategic documents in the areas of operations, resource management, and communications products to identify elements of information that may impact internal and/or external stakeholders to promote organizational learning and provide continuous improvement. Provide an impact report listing any information elements that impact the division's operation. Information sharing improvements identified shall be included in the Monthly Progress Report.
  • Monitor and coordinate efforts to establish Inter Agency Agreements (IAs),Memoranda of Agreement (MOAs) and similar agreements associated with the NGB-J36 activities that support interagency partners with site vulnerability assessments and mission assurance training provided by State National Guard entities.
  • Alert the NGB-J36 PM on issues/delays IAW the Common Operational Picture(COP) document requiring NGB-J36 attention and provide a status of all IAs/MOAs in a Monthly Progress Report.
  • Perform gap analyses of past, current, and planned actions, activities, resources, and capabilities of the NGB-J36 activities, including programs and initiatives and supported agency performance expectations and provide analyses in the form of documents, communications, and decision-making support materials.
  • Attend an average of 3 meetings per week, approximately 4 conferences per year, approximately 2 workshops per year and an average of 6 exercises per year and provide updated briefings/reports pertaining to each event and provide meeting minutes for review and approval.
  • Disseminate Government approved information to NGB Joint Staff, USNORTHCOM, US CYBERCOM and DHS and gather information to support the planning and development process of required agreements.
  • Monitor NGB-J36 and State NG cyber activities that support interagency partners' cyberspace operations training provided by State NG entities and, provide the status of current cyber activities on the Monthly Progress Report for review and approval.
  • Develop background information papers and presentations in the form of 5 by 8s,info papers, spreadsheets, reports, EXSUMs, factsheets, slide presentations through information gathered from engaging with the various cyberspace forums and discussions regarding various policies, programs, and initiatives: and executive commentary and provide weekly for review and approval.
  • Facilitate, monitor and coordinate NGB efforts and requirements for the cyberspace forums and provide a weekly status report of NGB due outs and initiatives within the process to the NGB-J36 PM for review and approval.
  • Coordinate and set up all NGB-J36 audio and video equipment in support of the NG cyberspace operations, programs and initiatives via NG provided communications technologies and provide a status of all upcoming activities requiring audio and video equipment support in the weekly status report for review and approval.
  • Monitor and analyze training and resourcing documents (such as strategies, plans, regulation and guidance), readiness reporting systems, communications, and decision-making support materials published by NGB, State NG organizations, DoD and other organizations that the Government specifies, that affect or influence the readiness and activities of NG Cyberspace Coordination Cell (NG-C3) and provide a capability gaps report identifying capability gaps for review and approval.
  • Review and provide a gap analysis report of the current and previous fiscal year's cyberspace requirements, guidance, activities, programs and initiatives for review and approval.
  • Coordinate requests for agenda items for NGB-J36 PM sponsored working group meetings with NGB-J36 personnel, provide the approved agenda, and observe the group meetings and provide meeting minutes, including any issues/areas of concern identified during the working group, and briefing content review and approval.
  • Observe on average two (2) cyberspace working groups monthly to provide meeting minutes as driven by the NGB-J36 cyberspace working group event calendar. Meeting minutes shall include an analysis of briefing content and any issues/areas of concern identified during the working group that affect the cyberspace operations requirements for review and approval.
  • Attend and participate in meetings, workshops, conferences, or similar activities for the purpose of obtaining background and greater understanding of NGB-J36 topics and actual or potential collaborative efforts and submit a trip report. Be prepared to draft an EXSUM of the event which includes key points and identify stated and implied tasks and timelines for all parties and also identify and provide recommendations regarding opportunities to improve the effectiveness of NG cyber forces as part of a whole of Government response to or preparation for cyber events.
  • Research historic and current cyber related processes procedures and authorities in order to provide, research, draft information papers, and development and delivery of presentation, provide these items to NGB-J36 leadership for review and approval, and provide backup data and gather insight on improvements. NG civilians and military personnel must be the lead on all briefings. The briefings are to NG Senior Leadership to prepare them for official meetings with senior officials, foreign military, civilian defense, and governmental/diplomatic leaders. The timing of these briefings will be dependent on scheduled senior leader meetings, and exchanges. Attend all CNGB Cyber Strategy and Cyber Strategic Plan meetings, briefings, planning sessions, and assist in the completion of products, schedules, execution and reports.
  • Travel approximately 12 trips per year ranging from 2-10 days in duration to conference, workshops, working groups, briefings, info sessions exercise planning meetings, and operation planning team meetings.
Qualifications
  • Work in a Cyber domain environment within the Department of Defense or otherfederal agency (i.e. FEMA).
  • Have experience in using the full suite of MS Office products. Have experience in setting up MS Teams meetings
  • Writing or contributing to daily, weekly, monthly and annual status reports.
  • Developing background information papers, EXSUMs, factsheets, etc.
  • Research that resulted in developing gap analysis reports of current and previousfiscal year's cyberspace requirements, guidance, activities, programs and initiatives.
  • Monitoring and tracking tasks and requests for information received through email, meetings, discussions, and tasker systems.
  • Experience managing projects.
  • Security Clearance requirement.TOP SECRET security clearance from the Defense Industry Security Clearance Office.
