Job Description:

The successful candidate will be able to demonstrate strong interpersonal and communication skills and be able to elicit and refine requirements, schedule work breakdown to deliverables, document artifacts, and provide roadmaps and schedules. The individual will form good customer relationships and reach out to external customers for requirements and understanding of the data and the data needs of the users. They will work as a key contributor in an agile development environment.

The Level 5 System Engineer shall possess the following capabilities:

• Familiarity with AWS configurations and services
• Good working skills with Atlassian products such as Confluence and Jira
• Good understanding of data flow processes
• Understands system-to-system connections for data flow processes
• Familiar with the sequence of development tasks with designing, developing, testing, scanning and deploying software
• Knowledgeable of customer infrastructure, resources and deployment processes
• Able to provide adequate status updates to senior leadership
• Able to appropriately task team members based on priorities provided by leadership
• Capable of aligning sprint priorities with the roadmap projections and goals
• Familiar with Agile/Scrum ceremonies, iterative improvement and stepwise refinement
• Able to capture meeting minutes, extract requirements and disseminate information to the team
• Able to monitor and track action items and dependencies
• Good organizational and documentation skills
• Able to work with the customer to recommend priorities based on team load, abilities, mission goals, requirements and deadlines
• Good interpersonal and communication skills

Qualifications:

• Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Communicates with other program personnel, government overseers, and senior executives. Responsibility for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288:
• Technical Process Area - Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal;
• Project Process Area - Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement;
• Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management;
• Agreement Process Area - Acquisition and Supply.
• A Bachelor's degree in a Qualified Engineering Field (See Note 1) or a related discipline (See Note 2) from an accredited college or university plus fifteen (15) years of systems engineering experience.
• A High School Diploma or GED plus nineteen (19) years of general systems engineering experience (any process area).
• A Master's degree in a Qualified Engineering Field (See Note 1) or a related discipline (See Note 2) from an accredited college or university plus thirteen (13) years of systems engineering experience.
• A PhD in a Qualified Engineering Field (See Note 1) or a related discipline (See Note 2) from an accredited college or university plus thirteen (13) years of systems engineering experience.
• Note 1 - Examples of Qualified engineering fields include: Aeronautics, Biomedical, Chemical, Civil, Computer, Electrical, Environmental, Mechanical, Nuclear, Software, Systems, and Engineering Management.
• Note 2 - Examples of related disciplines include: Chemistry, Computer Science, Information Systems, Mathematics, and Physics.

Position requires active Security Clearance with appropriate Polygraph
