Innovative Emergency Mgmt is Hiring a Remote Program Manager

Position Summary:
IEM is looking for Full Time- Program Managers to lead the delivery of a State's Broadband Program funded by BEAD and other state and federal funds. The Program Manager will need to be experienced and results-driven as they will oversee the implementation and coordination of projects and initiatives aimed at expanding broadband infrastructure and access in the state.

Primary Location:
  • Several possible states in which work will occur are Texas, Arizona, and Pennsylvania however, more states may be added.
  • To start up the project this will be a Remote and In Office role making it a Hybrid work schedule. In office days will be based on business needs and could range between 1 – 5 days a week.
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

Travel Requirements:
  • This position may require travel to complete work assignments or attend meetings

Essential Functions:
  • Develop and execute a comprehensive program strategy to achieve the goals of the State's Broadband Program.
  • Manage the implementation of broadband projects, including infrastructure development, connectivity initiatives, and adoption programs.
  • Monitor project timelines, budgets, and performance metrics to ensure successful delivery and compliance with BEAD and Treasury CPF funding guidelines.
  • Coordinate with internal and external stakeholders to align project activities with program objectives and funding requirements.
  • Collaborate with state leadership, federal agencies, and community partners to enhance program effectiveness and sustainability.
  • Lead a team of project managers and coordinators to support the execution of program activities and deliverables.
  • Prepare and present program updates and reports to key stakeholders, including progress reports, budget analysis, and impact assessments.
  • Evaluate program outcomes and impact on broadband accessibility, adoption, and economic development in the state.
  • Other functions may be assigned based on the changing project environment.

Current Knowledge, Skills, & Abilities:
  • Familiarity with broadband technology, infrastructure, and policy issues is a plus.

Minimum Qualifications:
  • Bachelor's degree in a relevant field, such as Public Administration, Business Administration, or Broadband.
  • Ten (10) or more years in program and grant management, preferably in a government or telecommunications sector.
  • Five (5) or more years of supervisory experience.
  • Knowledge of federal grant regulations and compliance requirements, particularly related to BEAD and state and other federal Broadband funding.
  • Strong leadership and team management skills to inspire and guide project teams towards program goals.
  • Excellent communication and stakeholder engagement skills to foster partnerships and collaboration.
  • Ability to prioritize and manage multiple projects simultaneously in a dynamic environment.
  • Analytical and strategic thinking abilities to identify opportunities for program improvement and innovation.
