Inland Power is Hiring an Energy Services Field Specialist Near Spokane, WA

Purpose of Position

The energy services field specialist position provides technical analysis of residential dwellings, commercial buildings and agricultural energy usage and promotes efficient utilization of electric energy. The energy services field specialist will provide measurement and verification (M&V) information for Inland Power’s BEST program, perform energy efficiency audits (lighting, insulation, HVAC, etc.) for the membership and will assist the energy services specialist with low-income energy efficiency programs.

Job Responsibilities

1. Perform on-site energy assessments and technical analysis of residential and commercial buildings to determine suggested conservation measures, practices, costs, energy savings and payback potential.

2. Stays current on M&V best practices and completes M&V process for all Inland BEST applicants. Completes pre- and post-audits for the BEST program.

3. Provides energy and comfort resiliency guidance through program and product knowledge and contractor offerings to end users.

4. Prepares necessary field inspection reports for energy efficiency measures.

5. Subject matter field expert for conservation and efficiency products and services relevant to Inland Power.

6. Maintains thorough knowledge and awareness of past, current, and future required energy conservation, and energy efficiency programs applicable to Inland Power members.

7. Maintains thorough knowledge of Inland Power’s energy conservation program management, finance accounting mechanisms, and financial resource providers and requirements.

8. Understands calculations for required return-on-investment for both program finance sources and end use members.

9. Understands tax incentives, state and federal grants and other funding opportunities, as well as qualifications requirements for energy efficiency programs.

10. Maintains information sharing authorizations for privacy-rules compliance.

11. Provides guidance for conservation and efficiency programs through program and product knowledge and best practices for delivery to key account end users.

12. Offers marketing guidance to expose members to products and measures for uptake from contractors and program implementers.

13. Maintains relationships with contractors and authorities having jurisdiction (AHJ) to ensure codes and standards compliance. Ensures contractors are compliant with insurance and safety requirements.

14. Delivers standards requirements in an easily understood format for contractor guidance for work performed under consultant programs. Performs Quality Assurance inspections, and reports feedback in a supportive way to maintain performance while ensuring accountability.

15. Supports energy services specialist in working with Bonneville Power Administration (BPA) including providing necessary usage data for program qualification.

16. Proficient with advanced data collection tools for site data gathering, uses cloud information storage for accurate records keeping and delivery to AHJs, contractors, financial auditors, and end user members.

17. Tracks program goals and progress for compliance to deadlines. Makes regular reports of progress.

18. Other tasks and duties, as assigned.

Minimum Qualifications & Job Requirements

1.Minimum Qualifications:

a. High school diploma required.

b. Minimum of five (5) years of HVAC, electrical and/or building inspection experience.

c. Certified energy auditor through RESNET or BPI is preferred.

d. Measurement and Verification (M&V) practitioner, or Certified Energy Manager (CEM) is preferred.

e. Strong member service skills.

f. Basic knowledge of conservation issues and related technology with a strong desire to and ability to learn the conservation field quickly.

g. Experience administering a wide variety of conservation rebate programs is preferred.

h. Strong oral and written communication skills.

i. Strong Microsoft Office skills. Must be able to build Power Point presentations and use the electronic calendar for scheduling appointments.

j. Valid driver’s license.

2. Knowledge and Skills:

a. Knowledge of cooperative policies and procedures.

b. Excellent people skills, including communication, diplomacy, interpersonal relations, and conflict management.

c. Knowledge of BPA energy efficiency programs preferred.

d. Knowledge of Excel and Word and the ability to work with the software with speed and accuracy.

e. Excellent people skills, including communication, diplomacy, interpersonal relations, and conflict management.

f. Knowledge and understanding of basic bookkeeping.

g. Ability to deal with the public in difficult situations.

h. Good problem-solving skills.

i. Organizational skills including attention to detail and accuracy.

3. Mental Demands/Working Conditions:

a. Sit at a desk or in a car for extended periods of time.

b. Ability to climb stairs and work effectively at heights on a regular basis.

c. Ability to walk on uneven surfaces both in- and out-of-doors.

d. Ability to crawl in attics and under-floor crawl spaces.

e. Occasionally required to push, pull, lift and carry up to 25 pounds.

f. Ability to meet time deadlines and effectively multi-task.

g. Ability to handle delicate situations with exceptional diplomacy; ability to deal calmly, professionally,
and tactfully with difficult people who may be angry, abusive, and/or threatening.

h. Ability to diffuse difficult, sometimes hostile, work conditions.

i. Ability to work independently with minimal guidance and supervision.

j. Ability to manage diverse work functions while balancing and adjusting priorities in accordance with
changing requirements.
