Inland Marine Service Job Description
SUMMARY:
The pilot is pilot is responsible for the safe navigation of the vessel and tow, and management of the crew. The Pilot oversees crew activities to insure compliance with all USCG regulations and company policies.
ESSENTIAL DUTIES: o Uses radar, radios, and navigational aids in safe navigation of the vessel. o Assesses weather and river conditions in determining safe navigation of the boat.
  • Assists and conducts monthly drills and safety meetings in accordance with policies and procedures.
  • Judges distances to enter locks and landing, and to avoid visual traffic hazards such as boats, barges, debris, and other river obstructions
  • Oversees deckcrew activities to insure work is completed in accordance with company safety policies and practices.
  • Participates in crew management, performance evaluations, and general supervisory duties and management of the vessel.
  • Maintains log entries as required while on watch. o Directs and assigns tasks to the Mate and/or Leadman. o Provides instructions and information to crew members, shore-based personnel, and USCG. o Directs crew activities during emergency situations and on his watch. o Uses sound judgement to make navigational decisions based upon river conditions, weather, traffic, tow configuration, vessel capabilities, safety and other related factors.
  • Performs other related duties as assigned.
QUALIFICATIONS: o Must have a High School Diploma, GED or equivalent. o Must have a valid driver’s license.
  • Must have a USCG Mate/Pilot license or higher.
  • Must have a valid FCC Radio License.
  • Must have a Radar endorsement or Radar Certification.
  • Have a valid Transportation Worker Identification Credential (TWIC).
  • Must have proficient computer skills to include E-mail, internet browsers, and navigational system.
  • Must have a thorough knowledgeable of USCG rule of the road and reporting requirements.
  • Must be able to work independently and without direct supervision.
PHYSICAL REQUIREMENTS:
  • Physical, visual and auditory acuity as per USCG 46 CFR 11.463 - 11.465 and USCG Medical NAVIC 04-08.
  • Able to regularly ascend & descend stairs & ladders. o Frequently stands to complete various tasks associated with the daily navigation and management of the vessel. o Frequently sits to complete various duties associated with tasks such as navigation, documentation. and education. o Occasionally bends to attain/maintain a forward flexed position of up to 60 degrees to complete various tasks associated with the daily navigational activities.
  • Regularly rotates torso left and right to perform daily navigational tasks. o Frequently reaches from a shoulder level height of between 48-60 inches to complete various navigational and communication related tasks. o Occasionally grips, pinches and manipulates navigational rudders and instrument switches.
  • Regularly ascends and descends ladders, steps and tow surface levels to transit tows, walkways, and wheelhouse.
  • Occasionally kneels, crouches, crawls, squats to complete various tasks in navigation.
  • Constantly maintains both static and dynamic balance to complete various duties associated with essential job functions necessary in standing, walking and climbing. o Occasionally lifts and/or move up to 50 pounds. o Frequently judges distances and speed to determine object location, such as lock walls, cells, barges, boats and hazards. o Frequently visually determines navigational route through buoy lights, shoreline, and river conditions. o Periodically required to maintain balance and stability while transiting from skiff to adjacent barge or tow. o May be required to enter and exit barge hatches and vessel crawl spaces in case of an emergency.
  • Occasionally reads and understands English on station bills, manuals, and directions. o Specific vision abilities required by this job include distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
WORK SCHEDULE:
  • The standard work schedule for all Harbor Pilots is 12 hours on watch and 12 hours off watch; however, this work schedule may vary depending on the vessel operating schedule. o Work schedule aboard the vessel is generally a square watch working six hours on and six hours off for a total of 12-hours within a 24-hour period
WORK ENVIRONMENT: o The employee regularly working in a climate-controlled environment. o The employee is occasionally exposed to moving mechanical parts. o The employee is occasionally exposed to heights of 18 – 30 feet.
  • The employee is regularly exposed to vibration and low-level noise in the work environment.
  • The employee is regularly exposed to daylight and night time operations.
  • The employee may occasionally be outside in adverse weather conditions.
SUPERVISORY RESPONSIBILITIES:
  • Responsible for safe operations of the vessel and crew safety while on watch o Directly and supervises deckhands and Mate/Leadman on watch.
  • Complies with and enforces the organization’s policies and applicable laws. o Responsible for assisting with new hire training, assisting in evaluating performance, and recognition and assisting with corrective action of deckcrew.
  • Responsible for planning, assigning and directing work activities while on watch. o Assists in addressing employee complaints and resolving crew issues.

Safety o Assists in conducting drill and training in compliance with USCG requirements and Company policy.
  • Directs and oversee all vessel operations on his watch to insure activities are performed in a safe manner (i.e. towbuilding, locking, fueling, etc.).
  • Conducts regular safety meeting with crew in compliance with company requirements.
  • Supports a vigilant safety awareness in all activities of the vessel and crew.
