This recruitment is being conducted to fill one (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.
Salary Range: PR 181
FLSA: Exempt
Probationary Period: 12 months
Under broad supervision, leads and participates in a wide range of accounting duties in the analysis, preparation and maintenance of Agency financial records and reports; participates in the work of other employees engaged in professional accounting functions in the preparation and maintenance of Agency and related Joint Powers Authority (JPA) financial records, reports and statements, grant reimbursement billing and financial reporting or payroll processing; and performs related duties as assigned, including backup for payroll processing.
DISTINGUISHING CHARACTERISTICS:
Senior Accountant is the advanced skill level and working lead class in the professional accounting class series. In addition to performing the full range of journey-level skilled duties, incumbents serve as the working lead person of a section within the department, coordinating and overseeing the work and providing training and guidance to employees engaged in specialized areas of accounting, such as grants accounting, fund accounting or payroll. Incumbents work with limited supervision and exercise independent judgment to ensure employees complete assigned tasks and responsibilities in accordance with established policies, procedures and objectives.
Employees in this class typically report to a supervisor, Manager of Grants, Deputy Manager of Grants or Principal Accountant and provide lead work direction and guidance to Accountants and Accounting Technicians.
Senior Accountant is distinguished from the Manager of Grants, Deputy Manager of Grants and Principal Accountant in that incumbents in the latter classes have management responsibilities for the planning and organization of a specific function within the department.
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
Leads, provides work guidance and direction and participates in the work of accounting and/or grants administration section employees; participates in scheduling, assigning and monitoring work of other employees for completeness, accuracy and conformance with Agency/departmental standards and public sector regulatory requirements such as Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB); provides information, instruction and training on work processes, proper uses of equipment and safe work practices; provides input to supervisor on employee work performance and behaviors; may order office equipment and supplies; assists in ensuring a fair and open work environment in accordance with the Agency's commitment to teamwork, mutual trust and respect.
Performs the more complex accounting, financial and statistical analyses and develops schedules and financial statements; develops the Comprehensive Annual Financial Reports (CAFR) for the Agency or JPA; advises and consults with management concerning the accounting and financial implications of existing and projected activities; prepares, reviews and approves financial documents and transactions in accounting systems, budgets and budget transfers; creates and reviews complex billing statements and invoices; stays abreast of changing regulatory and reporting requirements such as new GASB/FASB pronouncements.
Performs and assists in supervising daily, monthly, quarterly and annual accounting processes and procedures; analyzes a variety of complex cost and financial information related to grants, general ledger accounts, property tax receipts and investment activities; maintains and reconciles a variety of ledgers, reports and account records; examines and corrects transactions to ensure accuracy.
Reconciles a variety of bank accounts; oversees the recording and balancing of treasury receipts and disbursements; ensures transactions are audited for accuracy and properly documented prior to processing; determines cash available for investment; accounts for large cash disbursements and makes corresponding journal entries; oversees deposits to the bank; monitors tax receipts to identify potential changes in county allocations.
Prepares and analyzes a variety of grant compliance reports as required by grantors; responds to requests for information and questions from grantors; assists in coordinating grant site evaluations and inspections; researches grant histories to resolve grant accounting issues and recommends appropriate follow-up actions.
Leads in coordinating annual audit activity including federal grant single audits, internal and external audits, and state and federal grant close-out program audits; prepares audit proposals, analyses, reconciliations, schedules and work performance reports.
May review the work of lower level staff.
Acts in the absence of a supervisor or manager, as assigned.
EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited four-year college or university with a major in accounting or a closely related field, and at least five years of progressively responsible experience in professional accounting; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.
Certified Grant Management Specialist or equivalent is desired.
KNOWLEDGE OF:
Principles, practices and terminology of general, fund and governmental accounting including financial statement preparation and methods of financial control and financial reporting, fixed-asset accounting and grants accounting.
GAAP, GASB and FASB accounting standards and requirements applicable to public agencies.
As assigned to grants administration, A-87 and Title 2 Code of Federal Regulations (CFR 225).
OMB Circular 87 and 2 and CFR 225 Cost Principles for State and Local Governments.
As assigned to grants administration, State grant funding policies and practices to meet compliance standards.
Internal control and audit principles and practices.
Advanced knowledge of SAP or similar enterprise software system.
Cash flow, financial statement and present value analysis techniques.
Federal, state and local laws, regulations and court decisions applicable to areas of responsibility including but not limited to financial administration of a public agency and payroll administration.
Safety policies, practices, equipment and supplies applicable to the work.
Basic principles and practices of employee supervision.
Sound business communications.
Agency human resources policies and labor contract provisions.
ABILITY TO:
Organize, assign and inspect the work of assigned accounting staff.
Analyze complex problems, evaluate alternatives and recommend or adopt effective courses of action.
Set priorities and exercise expert independent judgment within areas of responsibility.
Communicate effectively, both orally and in writing.
Understand, interpret, explain and apply applicable laws, codes and ordinances.
Select appropriate methodologies and perform complex mathematical and statistical calculations and analysis.
Prepare clear, concise and comprehensive financial and grant statements, analysis, reports and written materials.
Coordinate complex financial and grant-related audits.
Operate a computer, enterprise and spreadsheet software, and other standard office equipment.
Use tact and diplomacy in dealing with sensitive and complex issues, situations and concerned people.
Establish and maintain effective working relationships with all those encountered in the course of work.
