Information Technology Services is Hiring a Technical Solutions Architect, Regulated Data Security Near Los Angeles, CA

The University of Southern California (USC) Department of Information Technology Services (ITS) is seeking a Technical Solutions Architect experienced in federal data security regulations and with an exceptional commitment to service excellence to join our team. USC is a leading private research university which ranks No. 3 overall among western universities now grown to 49,500 currently enrolled students and over 30,000 faculty and staff. In the 2020-2021 fiscal year, the University of Southern California attracted $955.6 million in sponsored research to fund studies in biotech, public health, biomedical engineering, cancer, and Alzheimer’s disease, among others.

As the Technical Solutions Architect, Regulated Data Security you will be an integral member of the Security Architecture team of the Office of the CISO while reporting to the Director, Security Architecture. This is a full-time, nonexempt position, eligible all USC Benefits Perks available to its tenure such as comprehensive medical coverage, generous retirement matching, and free tuition.

This opportunity is open to remote contributors within the United States and committed to working the Pacific time zone with occasional time onsite, both aligned with business needs. Due to federal requirements, this role is not eligible for sponsorship.

The Technical Solutions Architect, Regulated Data Security will act as Subject Matter Expert (SME) in the areas of federal, state and local regulatory requirements to identify, communicate and document applicable regulatory requirements to design solutions that meet operational, business and regulatory requirements. In addition, this SME will provide forward looking guidance on architecture, security and compliance in the areas of federal, state and local regulatory requirements. 

MINIMUM QUALIFICATIONS

Great candidates for the position of Technical Solutions Architect, Regulated Data Security will meet the following qualifications:

  • A minimum 10 years of relevant professional experience.
  • A bachelor’s degree in relevant field and/or combined experience/education as substitute for minimum education.
  • Demonstrated experience architecting solutions in regulated data environments with demonstrated experience handling audits of those solutions.
  • Demonstrated expertise in at least one: CMMC v2, DFARS 7012, NIST 800-171, FISMA.
  • Recognized Subject Matter Expert (SME) in at least one IT discipline (Networking, Information Security, High Performance Computing, Cloud Computing, Software Engineering, IT Infrastructure).
  • Excellent presentation and communication skills.
  • Demonstrated ability to lead in a highly matrixed, heavily federated organization through a combination of influence, partnership, and authority.
  • The ability to create original concepts/theories for various projects and to work independently.

PREFERRED QUALIFICATIONS

Exceptional candidates for the position of Technical Solutions Architect, Regulated Data Security will also bring the following qualifications or more:

  • 15 or more years of relevant experience 
  • Graduate degree(s) in Computer Science, Information Systems, Business Administration or Management.
  • Recognized Subject Matter Expert (SME) in multiple IT disciplines (Networking, Information Security, High Performance Computing, Cloud Computing, Software Engineering, IT Infrastructure).
  • Strong analytical, research, and conceptual skills plus high interpersonal and communication skills.
  • Ability to develop and maintain key relationships to achieve business objectives.
  • Extensive knowledge in the use of Project Management and Enterprise Architecture methodologies and tools.

SCOPE OF THE ROLE

The Technical Solutions Architect, Regulated Data Security will:

  • Partner with business teams and stakeholders to scope projects and define high-level requirements. Develop appropriate enterprise-level application and custom integration solutions including major enhancements and interfaces, functions and features and validates that the proposed solution architecture supports the stated and implied business requirements. Drive solution architectures from ideation through release and support.
  • Design solutions that meet operational, business and regulatory requirements.
  • Provide technical leadership, analysis and design facilitation across business, information, technical and solution viewpoints and enterprise architecture. Lead the effective integration of the enterprise architecture process with other related processes (i.e., investment, enterprise program, and IT portfolio and project management) for the University.
  • Ensure that system architectures are functional, robust and appropriate for the specific business and technical needs. Review technical team deliverables for compliance with architecture standards, guidelines and leverages best practices. Plan and lead transitions to integrated infrastructures, identifying training needs and delivering training as needed. Ensure delivered solutions are monitored, have a support plan, and adequate business controls. Provide architecture and technical support during production incidents.
  • Define multi-year architectural evolution and roadmaps for University-wide improvements that align with the reference architectures.
  • Serve as Subject Matter Expert (SME) in the areas of federal, state and local regulatory requirements to identify, communicate and document applicable regulatory requirements to design solutions that meet operational, business and regulatory requirements. 
  • Provide forward looking guidance on architecture, security and compliance in the areas of federal, state and local regulatory requirements.
  • Conduct research in emerging technologies and continuously identifies technologies with high-potential business value and specifies their appropriate usage in developing business solutions. Conduct technology trends studies and publishes trend reports on an annual basis.

The annual base salary range for this position is $165,000 to $180,000. When extending an offer of employment, the University of Southern California considers factors such as (but not limited to) the scope and responsibilities of the position, the candidate’s work experience, education/training, key skills, internal peer equity, federal, state, and local laws, contractual stipulations, grant funding, as well as external market and organizational considerations.
