Minimum Qualifications
  • Eight (8) years of experience in procurement, vendor, or contract management, business administration, or operations management, with at least one (1) of those years in a supervisory role. OR
  • A bachelor’s degree in Business Administration, Public Administration, Public Policy, or a related field and four (4) years of experience in procurement, vendor, or contract management, business administration, or operations management, with at least one (1) of those years in a supervisory role. A master's degree in Business Administration, Public Administration, Public Policy, or a related field may substitute for an additional year of experience.
Preferred Qualifications:
  • Experience working in New York State/New York City government.
  • Knowledge of health and human services policies and programs in New York State/New York City government.
  • Excellent time management and adaptability.
  • Ability to lead.
  • Excellent written and verbal communication skills.
  • Proficient in Microsoft Office Suite, SharePoint, Visio, and Adobe Pro.
Duties Description
Under the direction of the Director of Operations, the Resource Management Lead will be assigned to the Integrated Eligibility System (IES) and will manage all IES staffing needs, including all existing state and vendor resources, projected future staffing needs and all administrative processes of the office. Duties include, but are not limited to the following:
  • Manage and oversee all state and consulting resource plans totaling over $125M, including compliance of thirteen consultant vendors augmenting ITS staff, task order execution, contract approvals, and tracking progress toward staffing goals.
  • Work closely with IES leadership, by providing guidance and recommendations, to manage and project current and future staffing needs for the IES program including organizational charts, state and consultant performance programs, and evaluations for timely completion and follow up on any corrective actions.
  • Manage and review emergency resourcing plans such as emergency evacuations and return to work programs to ensure timely and thorough compliance.
  • Work closely with the IES Financial Analyst to ensure sufficient funding and approvals of all resources and contracts.
  • Work closely with the operations team to track ongoing vendor compliance to contracts by overseeing vendor relationships and reviewing vendor performance and deliverables.
  • Work with the IES Financial Analyst to monitor payment withholding and review invoices.
  • Facilitate vendor management planning and review vendor performance for federal compliance.
  • Manage the team responsible for all aspects of the hiring process by liaising with ITS Human Resources (HR) to successfully manage and track state positions including project titles, ensuring timely submission of any documentation required for project extensions and item renewals.
  • Manage the review of all incoming state incumbent requests for title and grade equivalent accuracy, tracking approvals throughout the process from HR, budget, and chamber.
  • Manage the review of all state position recruitments including postings, reviewing applicant resumes and coordinating nominations with hiring managers and/or IES program management.
  • Manage all administrative and operational processes within the IES program by creating, implementing, and reviewing new processes as necessary.
  • Support staff in all areas of administration, working with cross-divisional leaders to address areas of concerns, providing successful mentorship and training to existing administrative and operational staff.
  • Oversee and manage the ongoing project management to the Staff Augmentation Tier II contract to progress toward LEAN goals, working with Executives as needed.
  • Identify areas of improvement and provide recommendations to IES Management for review at the IES Program Steering Committee (PSC) and IES Executive Steering Committee (ESC) within the administration team, operations and the IES program as a whole to improve processes implementation to help meet LEAN initiatives.
  • Meet with IES management to identify processes or work products requiring review or improvements while establishing short and long-term plans to meet IES Program requirements.
  • Lead the development of current and future state process improvement for a $648M program.
  • Develop and deliver process improvement training for staff with the use of administrative techniques such as LEAN to identify additional processes for improvement.
  • Tracking and reporting state mandated training for all IES staff and consultants to ensure compliance with statewide requirements.
  • Perform the full range of supervisory responsibilities.
