THIS POSITION IS POSTED IN ACCORDANCE WITH THE AFSCME COLLECTIVE BARGAINING UNITIndiana University of Pennsylvania is seeking qualified candidates to fill a Utility Plant Operator II position at it's S.W. Jack Cogeneration Plant. The plant is a 24-simple cycle cogeneration facility that utilizes reciprocating engines and waste heat recovery boilers for electrical and thermal energy production. The successful candidate must be able to work independently on all shift rotations as well as have the ability to respond to any cogent plant emergency in a manner that assures safe and efficient operation of the plant.Three Shift Rotations: 6:30AM-2:30PM, 2:30PM-10:30PM, 10:30PM-6:30AMRotations include weekends and holidays.The Utility Plant Operator series describes work in the operation of boiler plants. This is skilled mechanical or lead work in the operation, maintenance, and repair of boilers and related equipment at a state-operated facility. An employee in this job leads lower-level employees on an assigned shift, is assigned sole shift responsibility, or performs skilled mechanical work in the operation, maintenance, and repair of boilers and related equipment. Work involves ensuring that steam is generated and that boiler operations are conducted in accordance with established operating and safety procedures; taking corrective action to resolve or prevent boiler plant equipment malfunctions; making adjustments and repairs to boilers, pumps, and related equipment; and keeping accurate shift records of fuel consumption and steam and electric production. Work also includes conducting scheduled preventive maintenance on all plant equipment; testing water for softness and balance;operating electric generating equipment for either electrical production or on standby for emergencies; and recommending changes to maintain and increase boiler plant efficiency. An employee in this job receives general supervision from a Utility Plant Supervisor or other technical supervisor who reviews work for compliance with instructions, procedures, and safe operations. Work is differentiated from the lower level by the responsibility for one of the following: Serving as a lead worker for semi-skilled utility plant staff.Having sole shift responsibility for utility plant operations on a single-employee shift.Performing skilled maintenance and repair work, such as repairing or replacing boiler tubes and plates, grates, gaskets, safety and steam valves, stokers, feed water pumps, water softeners, or coal handling and related boiler equipment.EXAMPLE OF DUTIES: Operates, maintains, and repairs steam or steam/electric generating boilers and auxiliary equipment in accordance with established policies and procedures.Distributes and interprets work assignments, provides assistance, demonstrates proper work methods, and reviews work of lower-level utility plant staff for adherence to standards.Reads gauges and meters and other indicators used to monitor boiler plant systems and takes needed action to prevent potential problems.Makes adjustments and repairs to boilers, pumps, and auxiliary equipment.Packs pumps, valves, and fittings.Tests water for softness and balance and adds chemicals.Keeps records of steam and electricity produced and fuel consumed on an assigned shift. Communicates critical operating information to utility plant staff on the following shift.Performs preventive maintenance and cleans the utility plant equipment and areas in accordance with procedures.Conducts safety tests and verifies operation of safety devices.Recommends changes in utility plant operating procedures to increase operating efficiency. Operates steam or electric motor driven fans, pumps, and other related equipment.Performs related work as required. Review the PA Specifications for this Job Title. Required Knowledge, Skills, and AbilitiesKnowledge of the operation, maintenance, and repair of boiler plant systems and related equipment.Knowledge of boiler plant occupational hazards and safety procedures.Ability to communicate effectively in writing.Ability to communicate effectively orally.Ability to establish and maintain effective working relationships.Minimum Education and TrainingTwo years of experience as a Utility Plant Operator 1; orTwo years of experience performing semi-skilled work in the operation, maintenance, and repair of industrial commercial, or institutional boiler plant systems and related equipment; orAn equivalent combination of experience and training.Candidates must communicate effectively and perform well in the interview(s).Candidates must have the communication skills and cross-cultural abilities to maximize their effectiveness with diverse groups of students, colleagues, and community members.Preferred QualificationsExperience with the operation of large reciprocating engines and boilers.Experience with thermal production using boilers and heat exchangers.Experience with power generation, utilizing diesel and natural gas-fueled engines.Knowledge of monitoring prime mover functions.Ability to assist maintenance staff safely and efficiently while handling chemicals.The salary for this position is determined by the AFSCME Collective Bargaining Agreement. External applicants will be offered the minimum rate of pay for this position which is $41,603 annually.
