Indian Health Service is Hiring a General Engineer Near Claremore, OK

These positions are located in the Maintenance Department of the Claremore Indian Hospital, Claremore, OK. The General Engineer is responsible for administering the technical and administrative aspects of the physical operation, maintenance, repair, and alteration of the hospital buildings, grounds and equipment, and safety of the staff and public on these properties. These positions report to the Supervisory General Engineer.

Qualifications:

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
In order to qualify for this Engineer position, your application must demonstrate that you meet at lest one of the below Basic Requirements:

Education:
A Bachelor's degree in professional engineering from a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.

OR

A Bachelor's degree in professional engineering that includes differential and integral calculus and courses in at least 5 of the following 7 areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials; (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials; (7) any other comparable area of engineering science or physics.

OR

A degree in professional engineering from a foreign institution that has been accepted as equivalent to a conventional U.S. higher education program.

OR

A combination of education and experience - college-level education, training, and/or technical experience, which is demonstrated by my professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by a State, the District of Columbia, Guam, or Puerto Rico.

OR

A combination of education and experience - college-level education, training, and/or technical experience, which is demonstrated by having passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in a State, the District of Columbia, Guam, or Puerto Rico.

OR

A combination of education and experience - college-level education, training, and/or technical experience, which is demonstrated by the applicant's successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the second option above.

OR

A combination of education and experience - college-level education, training, and/or technical experience, which is demonstrated by the applicant's successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND at least 1 full year of professional engineering experience acquired under professional engineering supervision and guidance.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications for the Grade Level GS-11 as stated below.

MINIMUM QUALIFICATIONS:
Your resume and/or supporting documents must clearly demonstrate that you possess at least one of the experience and/or graduate training requirements identified below:

GS-11:
One (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience includes: Specialized experience which is directly related to standard engineering practices, methods, and techniques to perform design work applicable to the design, construction, maintenance, and repair of healthcare facilities; developing reports, engineering statements of work for facilities to be modified or repaired; and performing the full range of engineering duties concerned with the design, repair, and operation of health care facilities, buildings and HVAC controls, utilities, and related systems.

OR

Completion of a Ph.D. or equivalent doctoral degree in engineering or a related field or 3 full years of progressively higher-level graduate education leading to a Ph.D. in engineering or a related field.

OR

A combination of graduate-level education in engineering or a related field AND specialized experience that meets 100% of the qualification requirements for this position. Qualifying graduate education is in excess of 36 semester hours. The total percentage must equal at least 100 percent to qualify an applicant for GS-11 grade level.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

You must meet all qualification requirements within 30 days of the closing date of the announcement.

The first certificate of eligibles will be pulled on 06/05/2023. Subsequent certificates will be every two weeks until the positions have been filled. The announcement is subject to be pulled offline once the selections have been made.

Responsibilities:

  • Review architectural-engineering work and contractor's shop drawings for adherence to contract specifications and provide oversight of repair, renovation, and construction services in various roles (Contracting Officers Representative, staff engineer, Quality Assurance, project officer, etc.).
  • Investigate building conditions to ensure facilities information data base integrity for various facilities tracking systems, projects, Life Safety Code and accreditation compliance, and for addressing facility deficiencies.
  • Track, update, review, and verify accurate information for computer maintenance management systems, budget, project plan, energy usage, building automation systems, real property conditions, and accreditation compliance.
  • Make calculations applying standard formulas; prepare graphs, curves, and tables; record factual data in tests and observation studies; and perform drafting and minor detail design.
  • Develop and advise on the nature and scope of operation, modification, and repair scopes of work for facilities Federal contracts, and make recommendations and plans with consideration to availability of funds, program objectives, and urgency of need.
