Indian Health Service is Hiring a Clinical Service Adminstrator Near Ridge, SD

This position is located at the Pine Ridge Service Unit, Pine Ridge, SD located on the Pine Ridge Indian Reservation. The purpose of this position is twofold (1) to provide comprehensive administrative management assistance to the Clinical Director and Deputy Clinical Direct, and (2) to perform supervisory oversight of part of the Clinical Services Branch, which includes Laboratory, Social Services, Dietary, and of the Clinical Applications Coordinators, and Administrative Support Assistant.

Qualifications:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: provide supervisory guidance and leadership to management and work collaboratively to develop and implement internal program plans and procedures incorporating goals and objectives of the departments.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Responsibilities:

  1. Incumbent plans and assigns work to be accomplished by Clinical Services Branch personnel supervised, prepares schedules for completion of work, evaluate work performance, advise or counsel employees on work and administrative matters, interview candidates for positions, submit personnel actions, recommends appointment, assists with selection on vacancies, promotion, or reassignment to such positions, hears and resolves complaints from employees, works with leadership and employee relations to enact disciplinary measures, and identifies training needs of employees.
  2. Assists the Clinical Director in managing the Medical Staff Budget, assists the subordinate employees with managing their respective department budgets and monitors medical staff contracts. Assists in developing scopes of work for provider contracts, monitors contracts, assures requisitions are completed, provides appropriate documents for acquisition of medical staff providers is provided to procurements, and ensuring contract evaluations are performed in a timely manner.
  3. Oversees staffing schedules for Clinical Service Branch, projecting staffing needs, and advises Clinical Director when staffing shortfalls are anticipated. Recommends modified staffing patterns, adjustments to leave and new sources of provider staffing when required.
  4. Assists the Clinical Director when reviewing and revising the bylaws and policies and procedures of the Medical Services Branch when identified. Participates with necessary staff in the formulation of program policies and procedures related to clinical support service. Develops and implements plans, programs for improvement, expansion or contractions of clinical support programs for the revision of present programs and services to met the changing needs of the patients.
  5. Assists the Clinical Director in assessing and developing appropriate health care measures for the population served. Assists the Clinical Director in promotion of and improvement of quality and productivity measure performance for PRSU. Collaborates with the Clinical Director in development and monitoring Performance Improvement activities for the Clinical Services Branch.
