POSITION: Qualified Professional

FLSA STATUS: ANNUAL/SALARY

ESSENTIAL DUTIES and RESPONSIBILITIES:

These duties and responsibilities will be rated on the Annual Performance Review.

The Qualified Professional leads a team responsible for providing support to individuals with intellectual/developmental disabilities while ensuring quality service provision. The QP is an active member of the clinical team that is collectively responsible for all aspects of service provision for an assigned group of service recipients.

  • Develop, arrange and supervise all direct care staff/contractors.
  • Oversight of staffing scheduling and back up staffing
  • Provide supervision and guidance to I/DD employees/contractors within a region as it relates to coordinating and providing quality services.
  • Establish and maintain positive working relationships with MCOs and other collaborating agencies.
  • Ensure that services are provided in a manner consistent with IOI goals.
  • Complete assessments in a person-centered approach.
  • Develop short-term goals that are functional and measurable with task analysis and methodology based on long-term goals outlined in treatment plans prior to the implementation of the plan.
  • Train support staff/contractors on client specific needs, ISP's and any other information related to individual care.
  • Ensure authorizations are submitted in a timely manner to maintain on-going service provisions.
  • Complete quarterly progress reports
  • Member of audit team; complete internal audits as requested/scheduled.
  • Advocate on behalf of those served and their families to ensure needed services are provided.
  • Review data and billing to ensure the ISP and data correspond.
  • Lead monthly supervision meetings with staff/contractors to ensure that they are aware of any changes in policies, standards, practices and current events as it relates to their job duties.
  • Paraprofessional documentation review as well as time sheets.
  • Track authorizations and units billed
  • Complete and submit monthly supervisions to Human Resources.
  • Review Incident reports and submit to Vice President or QA/QI Director.
  • On-call for crisis services on evenings and weekends as scheduled in the local office (for identified cases).
  • Ensure performance improvement measures are implemented and meeting threshold; i.e. medical record audits in full compliance and recommendations for corrective actions completed.
  • Implement program standard operating procedures; i.e. billing, payroll, work schedules, other documentation, etc. and ensure such standards are followed by staff/contractors.
  • Ensure staff report to work as scheduled. Ensure contractors are carrying out identified responsibilities. Report to Supervisor with any concerns
  • Complete yearly performance evaluations and required paperwork on each staff member/contractors supervised.
  • Ensure that staff/contractors are knowledgeable of and comply with company policies and procedures.
  • Participate in company committees; attend staff meetings; stay informed of company issues.
  • Participate in monthly supervisions with Vice President.
  • Monitor services being rendered as required (via face to face monthly monitoring of each service with individual, legally responsible person, if applicable, and staff)
  • Ensure individual and family satisfaction, covering entire caseload within the year
  • Responsible for ensuring HR compliance for all employees/contractors for whom they are responsible (training requirements, vehicle info, etc.).
  • Monitor progress notes/data sheets to ensure they are of sufficient quantity and quality, i.e. billable notes.
  • Maintain all required certifications.
  • Responsible for scheduling staff/contractors training as well as monitoring due dates.
  • Participate in all MCO and State reviews of programs when necessary.
  • Represent Independent Opportunities, Inc. in community activities, e.g. public relations, speaking engagements, presentations, etc.
  • Participate in interagency meetings, provider meetings, and other MCO events, and other duties as assigned by supervisor
  • Ensure initial and annual consents are discussed with individuals/legally responsible persons, filled out in their entirety, and are filed in the medical record
  • Will follow the pre- and post-hiring process
  • Will assist Human Resources in actively searching for applicable trainings for self, staff and contractors for growth. Certificates/proof of attendance will be submitted to the HR director

QPs will stay in close contact with families when looking for staff for their loved one/s.

  • Submit staff meeting notes to QM and supervision forms to HR.

"Qualified professional" means, within the MH/DD/SAS system of care, an individual who is:

(A) an individual who holds a license, provisional license, certificate, registration or permit issued by the governing board regulating a human service profession, except a registered nurse who is licensed to practice in the State of North Carolina by the North Carolina Board of Nursing who also has four years of full-time accumulated experience in MH/DD/SA with the population served; or (B) a graduate of a college or university with a Master’s degree in a human service field and has one year of full-time, post-graduate degree accumulated MH/DD/SA experience with the population served, or a substance abuse professional who has one year of full-time, post-graduate degree accumulated supervised experience in alcoholism and drug abuse counseling; or (C) a graduate of a college or university with a bachelor's degree in a human service field and has two years of full-time, post- bachelor's degree accumulated MH/DD/SA experience with the population served, or a substance abuse professional who has two years of full-time, post-bachelor's degree accumulated supervised experience in alcoholism and drug abuse counseling; or (D) a graduate of a college or university with a bachelor's degree in a field other than human services and has four years of full-time, post- bachelor's degree accumulated MH/DD/SA experience with the population served, or a substance abuse professional who has four years of full-time, post-bachelor's degree accumulated supervised experience in alcoholism and drug abuse counseling

Supervisory: 2 years’ experience
