A Brief Overview
Responsible for the direction, supervision, and coordination of the functions and activities for various application services and teams. Currently, areas of responsibility include Laboratory, Peri-Op, Anesthesia, Radiology, Special Delivery Unit, Pharmacy, external relationships (i.e. Virtua), Cardiac Center and others. This includes providing leadership for strategic planning, projects, establishing standards of excellence, developing & implementing operational models, supervising personnel and coordinating with other departments to achieve the mission and goals of the hospital. Areas of responsibility include insuring application service delivery, application upgrades, plan for and maintain appropriate client support, integration planning with other applications, establish and maintain appropriate vendor relationships, and interfacing with client clinical and administrative leadership. Fiscal accountability for assigned cost centers to include budgets for staffing, maintenance contracts and other purchased services.
What you will do

1.Provides overall leadership for the department.

  • In collaboration with the ACIO, sets the vision, mission, and objectives for the support services in the responsibility areas.
  • Effectively communicates and works effectively with clinical & business leadership, IS leadership, and all levels of staff within the organization.
  • Develops models and ensures appropriate staffing resources to meet customer needs and satisfy service level objectives.
  • Supervises, coaches, supports, and develops staff.
  • Develops and manages the department budget.
  • Leads and facilitates planning to address emerging business requirements the system must support.
  • Meets frequently with clinical & business leadership to gather input and model true partnership behavior.
  • Leads project groups to recommend and support enhancements; modifications and structures to address departmental needs in clinical and non-clinical arenas.
  • Ensures internal Quality Measurement programs exist and are followed.
  • Develops and delivers appropriate reporting reflecting accurate status of current state operations.
  • Leads and supports the timely communication to the CHOP community regarding IS projects.
  • Maintains departmental standards of excellence. Identifies and benchmarks against industry best practices, evaluating and measuring departmental performance in achieving standards of excellence.
  • Initiates and participates in IS policy development and enforcement.
  • Participates as a member of the IS Clinical Applications Portfolio Management Team developing goals, objectives, and operations strategies.

2.Strategic Planning

  • Participates in CHOP IS strategic planning activities.
  • Works with client departments to identify clinical and business needs and represent them in the IS planning process.
  • Develops and provides data for strategic planning processes.
  • Tracks IS Capital Budget and provides input to IS budget process.

3.Service Delivery

  • Develops and implements support strategies for a portfolio of clinical systems in various divisions, departments, and programs within CHOP.
  • Builds and maintains a multi-year plan to account for the future life cycle of the applications being supported.
  • Develops and implements metrics to monitor the effectiveness of the support services being provided.
  • Through regular assessment insures that the application services being provided are consistent with our customer's clinical needs and requirements.
  • Maintains an understanding of CHOP IS applications and the relationship to the portfolio of applications under their management.
  • Builds and maintains relationships with application and support vendors (where applicable).

4.Resource Management

  • Manages resources providing application support for assigned portfolio. (Note: some resources may have indirect reporting relationships).
  • Continually assesses resource support models to insure operational goals/objectives are being met.
  • Effectively manages resource productivity, prioritization of work, and individual goals/objectives.
  • With the assistance of CHOP Human Resources, coordinates recruitment of qualified and competent support staff, professional and technical staff.
  • Working with the IS Project Management Office, insures compliance with project and resource management standards.

5.Develops and maintains systems of control and accountability for responsible areas.

  • Prepares and submits monthly report detailing monthly and year-to-date costs in comparison with other expenses.
  • Meets monthly with the HSD to review cost and trends and investigate unfavorable variances.
  • Prepares and submits Periodic Accomplishment Report for all areas.

Education Qualifications

  • Bachelor's Degree Required
  • Master's Degree Preferred

Experience Qualifications

  • At least ten (10) years working with and supporting Clinical Applications Required
  • At least five (5) years as a manager/director in Information Systems. Required

Skills and Abilities

  • Detailed knowledge of Clinical Applications and some clinical operations experience.
  • Information Security Requirements:
  • Understand and comply with all enterprise and IS departmental information security policies, procedures and standards.
  • Support the integration of information security in the development, design, and implementation of Hospital Technology Resources that process, transmit, or store CHOP information.
  • 3.Support all compliance activities related to state, federal regulatory requirements, healthcare accreditation standards, and all other applicable regulations that govern the use and disclosure of patient, financial, or other confidential information
