SENIOR IT ANALYST INCATech is looking for a Senior IT Analyst to support the Website Support & Administrative Management Services (WSAMS) Program, offering comprehensive site support to the Department of State’s Bureau of Consular Affairs, Office of Consular Systems & Technology (DOS/CA/CST). INCATech is seeking a candidate who will be responsible for translating high-level business needs into detailed requirements, collaborating with enterprise teams, and integrating QA activities into the Software Development Lifecycle (SDLC) for high-quality software delivery. The ideal candidate will utilize their expertise in both Waterfall and Agile methodologies to develop epics, features, and user stories across various program initiatives, as well as ensuring smooth integration of requirements into the SDLC. WORK LOCATION: remote, but must be located in the greater Washington D.C. Metro area RESPONSIBILITIES:
Develop epics, features, and user stories for various Program initiatives, including Cloud Hosting and Operational Support, O&M, Modernization, Security Tasks, Tiered support, and QA.
Lead and operate all phases of the Software Development Life Cycle (SDLC) with expertise in both Waterfall and Agile methodologies.
Ensure seamless integration of requirements into SDLC processes, facilitating smooth transitions between development, testing, and deployment phases.
Translate high-level business needs into detailed functional and nonfunctional requirements for installation, design, testing plans, and operational support.
Collaborate with the CA/CST Enterprise Requirements team to ensure alignment of developed requirements with enterprise standards.
Ensure that QA activities are integrated into the SDLC, guaranteeing the delivery of high-quality software solutions. REQUIREMENTS:

At least six years of proven experience in all phases of an SDLC (Waterfall and Agile) with systems of similar size, scope, complexity, and environments as in CST.
5 years of development experience with systems of similar scope and complexity.
Experience with developing and decomposing epics, features, and user stories down to detailed functional and nonfunctional requirements.
Proven expertise with Remedy, Collaborative Life Cycle Management Tools (i.e. IBM CLM), and SharePoint, or similar tools. Excellent written and verbal communication skills. Preferred:
At least four years of supervision experience of technical teams of similar size and complexity.
