Title: Property Management Specialist

Location: Ft Belvoir, VA (HYBRID – 1 day a week on site)

About the Opportunity

Inalab has an immediate opening for a Property Management Specialist to provide Property Management Support on our contract providing Functional Area Professional Services to the Program Executive Office Enterprise Information Systems (PEO EIS). As the Property Management Specialist, you will be responsible for overseeing services to provide day-to-day operational support as detailed in the Essential Responsibilities section.

Essential Responsibilities:

Examples of duties may include but are not limited to the following:

  • Acting as the PEO focal point for all organizational property managed by the Installation Property Book Officer (IPBO); (14) Providing DPAS guidance and oversight to program office Property Administrators; (15) Promulgating/implementing property accountability policy to meet Command Supply Discipline Program (CSDP) requirements
  • Coordinating and supporting Existence & Completeness (E&C) Audit Readiness and SAV requirements.
  • Participate in programs IPTs.
  • Coordinates with programs to ensure they have a valid IUID program in place by reviewing documentation submitted by each program.
  • Coordinate and synchronize Depot Maintenance Workload Distribution 50/50 Reporting.
  • Coordinate and synchronize Quarterly Depot Maintenance Budget Estimate Submission.
  • Coordinate and synchronize Annual Performance Based Logistics Submission.
  • Coordinate and synchronize annual PEO EIS OP Code 9 Stock Submission.
  • Coordinate and synchronize Monthly Property Accountability.
  • Review and provide recommended comments for revision of current and proposed Regulatory Publications.
  • Maintain asset visibility.
  • Support E&C Audit Readiness
  • Support SAV
  • Property Management: Assist and support PEO EIS in managing government property by performing the tasks defined below:
  • Review applicable logistics, supply, and property book regulations, directives, and SOPs to manage and control equipment, property, and supplies at both the wholesale and retail levels.
  • Administer and direct plans and direct the property management program throughout the Command in accordance with DA and DoD logistics, property management, and supply systems to include contracting, purchasing, and property management regulations and practices, procedures for processing FLIPL, investigations.,
  • Utilize Global Combat Support System – Army (GCSS-A), DPAS, Logistics Modernization Program (LMP), and other automated record keeping and database management programs to manage property accountability.
  • Resolve complex logistics problems affecting numerous PEO activities and units throughout all geographic areas, and to develop and oversee implementation of corrective actions and program enhancements.
  • Discuss and explain all new or changed regulations and procedures affecting the governance of property accountability to work with management and personnel to settle problems of a special or technical nature regarding all phases of property management.
  • Serve as the primary POC and SME for auditors, inspectors, and investigators to explain and justify overall local policies and procedures used to account for property.
  • Research, and apply rules, regulations, and procedures to review and approve inventory reports.
  • Communicate orally and in writing, and to serve as the advisor to auditors, inspectors, and investigators to prepare inventory lists, assists primary hand receipt holders (PHRH) and contractor(s) in completing inventories and adjust property records.
  • Mitigate property management related issues received through email or phone call from program level primary hand receipt holders.
  • Assist with the annual update of the Acquisition Logistics and Property Management SOPs.
  • Manage hand receipts folders in accordance with regulation and local procedures.
    • Assist the Accountable Property Officer with the following:
    • Verify supply transaction completed.
    • Correct DPAS error.
    • Pull monthly audit samples.
    • Validate monthly hand receipt, sensitive item inventory, and discrepancy memo.
    • Generate reports and validate data entries reports.
    • Manage contracts folder.
    • Request for authorization to TDA8
    • Reconcile GFP with DPAS
  • Move equipment between/from custodians’ hand receipts.
  • Manage Army Enterprise Systems Integration Program (AESIP)/Army Enterprise Material Master (AEMM) cataloging process and Management Control Number (MCN) requests.
  • Assist appointed incoming and outgoing personnel during change of PHRH process. Validate inventory requirements.
  • Manage Total Employee Development (TED) and Approved Property System of Record (APSR) and other logistics training (IUID, AEMM, GCSS-Army, LMP and DPAS).
  • Manage PEO EIS DODAAC and UIC management plan.
  • Assist PMOs to turn in excess equipment to Supply Support Activity/Defense Reutilization Management Office (SSA/DRMO).
  • Manage centralized filing system for fielding documents


Required Skills:

  • Strong communication, both oral and written
  • Excellent customer service skills
  • Effective record keeping and organizational abilities
  • Previous experience with GPC is preferred
  • Possesses and applies expertise on multiple complex work assignments
  • Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks
  • Operates with appreciable latitude in developing methodology and presenting solutions to problems
  • Contributes to deliverables and performance metrics where applicable
  • Work is performed under general supervision of the company team leader.

Qualifications:

  • Associate Degree (or higher) in a related field or equivalent years of experience.
  • Two years of experience in an operational support environment
