Title: Operations Analyst III
Work Location: US Army, Picatinny Arsenal, NJ - Hybrid
Employment: Full-Time
Min. Education Requirement/Years of Experience: 4 years of experience
Clearance: Must be a U.S. Citizen and must be clearable
The Operations Analyst provides services as detailed below for the Project Manager Soldier Lethality (PM SL) Contract Advisory and Assistance Services Support Contract for the Army. PM SL supports Soldiers through the enhancement of current systems and development of next-generation weapons technology. The organization focuses on ensuring Soldiers are equipped with world-class weapon systems and associated target acquisition/fire-control products.

Responsibilities
Provides operation analysis support by performing the following tasks:
  • Coordinates, plans, schedules and arranges conferences, briefings, and/or meetings including Government employees, stakeholders, industry, VIPs, customers, and other guests.
  • Communicates with project officers and PM staff to accomplish assigned tasks and provide support at briefings.
  • Develops and reviews draft recommendations for internal control procedures.
  • Engages in program management work involving creation, review, staffing, evaluation and posting into tracking systems of all forms of acquisition documents including acquisition strategies, acquisition program baselines, type classifications recommendations, acquisition decision memorandums, acquisition plans, summary of actions, and other pertinent documents.
  • Responsible for the performance of special and rapid response projects as assigned.
  • Designs and conducts studies and analysis or executes special projects for the organization.
  • Studies are conducted independently, as the lead of a team or as part of a team.
  • Expedites actions with respective elements to meet appropriate suspense.
  • Identifies senior leadership guidance and intent and communicates that in the form of operational instructions to the organization.
  • Assignments are identified in terms of desired objectives, goals and timeframes with incumbent independently developing plans and methods for accomplishment of such tasks.
  • Determines workflow process, prepares necessary operational instructions and documents which identify elements within the work plan and other materials as required to reflect and illustrate project deliverables.
  • Compiles current data and writes summary and historical reports for supported managers.
  • Performs a variety of administrative and management support activities in support of the organization management relating to the development, preparation, coordination of program documentation, plans, tracking programmatic schedule/milestones.
  • Prepares comprehensive reports reflecting project status in support of program operations and interrelated administrative and management support activities in support of the organization leadership.
  • Serves as the focal point for policy interpretations and provides technical expertise/guidance on controversial issues relative to the above mentioned programs.
  • Provides management advisory services by analyzing new and proposed regulations and advising management of the potential organizational impact.
  • Collaborates with management to discuss their short and long range plans in order to assess the potential impact on all resource requirements.
  • Provides necessary guidance and direction for implementation of directives to ensure compliance with Department of the Army regulations as well as local procedures as required.
  • Prepares reports that reflect study and/or analyses findings and results as required to meet the organization operational requirements.
  • Coordinates and integrates actions with other staff elements as required.
  • Studies typically require the application of a comprehensive knowledge of the organization programs, procedures and regulatory guidance.
  • Reviews and edits content for operations reports for the command such as weekly activity reports, activity files, visit documents, issue papers, and other reports.
  • Analyzes performance, informational, operational content contained in correspondence from the organization to insure it accurately depicts organization's execution of assigned missions.
  • Develops recommendations, statements of impact, and comments in responses to higher headquarters inquiry, audits, taskings and regulatory guidance.
  • Provides advice to management in developing acceptable resolutions and action plans in response to specific issues including identification of the action to be taken, the scope of the action and milestones for completion.
  • Independently develops project goals and objectives and formulates methods and prepares plans for project execution.
  • Conducts research and analysis and applies investigative techniques to ensure the most current and accurate data is utilized in the final product.
  • Develops implementation strategies as well as methods for measuring long-range program effectiveness.
  • Leads or assists in the administrative management of the organization's security, environmental, incident reporting, accountability, operational requirements, safety and environmental programs as directed.
  • Collaborates with management to discuss their short and long range plans in order to assess the potential impact on human resource requirements from a personnel management perspective.
  • Assesses the potential impact from an integrated personnel management perspective and develops the appropriate plans and strategies necessary to assist management in fulfilling both their personnel management obligations and human resource requirements.
  • Plans, organizes and advises team members in the conduct of special projects where requirements cross functional and organizational lines.
  • Develops plan of action along with milestone objectives and recommends tasks to individual team members.
  • Coordinates, integrates and monitors the efforts of the team to ensure timely and accurate completion of project goals and objectives.
  • Convenes meetings and in process reviews for the purpose of providing advice and consultation relative to completed studies, analyses and special projects.
  • Prepares and presents reports setting forth results of studies, and analyses and special projects.
  • Prepares and presents briefings to provide status updates and present findings and recommendations as well as report potential problem areas.
  • Maintains contact with personnel of other organizations in the subject matter field for the purpose of exchange of information or to discuss mutual problems.
  • Performs other tasks as required to support PM-SL.
  • Communicate with PM, PdM/PdD, and higher headquarters to accomplish assigned tasks and provide support at briefings.
  • Performs other tasks as required to support PM-SL.
Qualifications
  • Must possess time management and problem-solving skills.
  • Demonstrate five or more years of experience of analytical and investigative tactics required to conduct detailed studies and analyses.
  • Demonstrate five or more years of organizational structure, missions, program goals and objectives.
  • Analytical ability, originality, technical judgment and methods used to gather, analyze, evaluate and assimilate information concerning management processes and operating programs.
  • Skills required in preparation of correspondence, reports, graphs and charts to effectively present findings and recommendations in a comprehensive and convincing manner.

Experience
5 or more years’ experience
Physical Demands:
While performing the duties of the job, the incumbent will be exposed to normal demands associated with an office environment. Ability to work on a computer for long periods, and communicate with individuals by telephone, email, and face to face. This position requires the incumbent to have the ability to stand, walk, sit, use hands to finger, handle or feel objects, tools, or controls, reach with hands and arms, talk, and hear. The employee must be able to lift and/or move up to 20 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust and focus.

Work Environment:
The noise level in the work environment is usually light.
