Title: HR and Manpower Support

Location: Ft Belvoir, VA (HYBRID – 1 day a week on site)

Clearance Required: Clearable (Public Trust)


About the Opportunity

Inalab has an immediate opening for a Program Analyst to provide HR and Manpower Support on our contract providing Functional Area Professional Services to the Program Executive Office Enterprise Information Systems (PEO EIS). As the Program Analyst for the Human Resource Directorate you will be responsible for Talent Management and Analysis support as detailed in the Essential Responsibilities section.

Essential Responsibilities:

Examples of duties may include but are not limited to the following:

  • Assists in the implementation of programs that aim to attract, measure, develop, and manage PEO EIS talent pool.
  • Executes and manages current and future workforce resources and needs.
  • Assists and identifies highly efficient areas to serve as benchmarks for maximizing resources and reducing inefficiencies.
  • Helps PEO EIS senior management and HR directorate evaluate the effectiveness of the organization's talent strategies.
  • Uses advanced excel skills to be able to extract and input data into various human resource platforms (such as Human Resource Database (HRDB), Civilian Personnel Online Portal (CPOL), FMS-Web, etc.) to populate a wide range of complex data to help leaders make business decisions.
  • Uses Microsoft 365 applications such as TEAMs to improve process efficiencies.
  • Creates dashboard efforts for visual presentation of key information to represent pertinent organizational data and information from higher headquarters as well as subordinate units.
  • Recommends aligning talent to training or development programs to ensure organizational goals are met.
  • Directs and develops statistical and narrative data to justify any changes and recommendations.
  • Works directly with PMO offices to coordinate manpower tasking requirements.
  • Provides command advice on the impacts of top driven or command proposed reorganizations and/or realignment of functions and staffing level changes.
  • Analyzes complex tasks within the DA or OPM directed taskers. Responds to Headquarter Department of Army data calls for manpower, personnel and current or future force structure requirements


Required Skills:

  • Strong communication, both oral and written
  • Excellent customer service skills
  • Strong understanding and working knowledge of Army manpower process and functions
  • Provides technical/management expertise and recommendations on major tasks or technology assignments to the customer
  • Has domain and expert technical knowledge
  • Decision making and domain knowledge may have a critical impact on overall project implementation
  • Possesses and applies expertise on multiple complex work assignments
  • Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks
  • Operates with appreciable latitude in developing methodology and presenting solutions to problems


Qualifications:

  • Bachelor Degree (or higher) in a related field or equivalent years of experience.
  • Five or more years of experience
