Impact Solutions is Hiring a Senior Government Contract Manager Near Chandler, AZ

Our international client is looking to hire a Senior Government Contract Manager to join the Legal Department in Chandler, Arizona. The Senior Government Contract Manager will provide support to our business segments engaged in the Aerospace and Defense market. The Senior Government Contract Manager will work with the Legal Department and cross-functional teams across various business segments, review and advise on contract offers, orders, awards, letters of contract, representations and certifications, and other contract related documents, ensure compliance with applicable regulations, and assist in or develop recommendations for management.Senior Government Contract Manager responsibilities include, but are not limited to, the following: 
  • Work with the Legal Dept. to provide guidance on contract interpretation, and support legal and compliance, for U.S. government (federal, state, and local) and international contracts, including prime and subcontract arrangements and U.S. classified programs.
  • Advise management and business segments concerning terms and conditions, including applicability of and compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other policies and related requirements of U.S. Government agency procurement such as the General Services Administration, NASA, Dept of Commerce, and Dept of Energy.
  • Draft, negotiate, and redline NDAs, teaming agreements, sales and purchase orders/contracts, prime contract and subcontract terms (as both buyer and seller), amendments, government funded research and development agreements, small and individual subcontracting plans, commercial item justifications, and responses to proposal terms and conditions and other related commercial and Government contract documents for Aerospace and Defense-related transactions.
  • Understanding commercial and U.S. government procurement intellectual property (IP) clauses (e.g. rights in data and software clauses) to protect the company’s IP interests.
  • Independently interpret regulations and research government contracting issues as well as clearly organize and articulate complex regulatory information.
  • Perform and assist in streamlining the review of customer purchase orders and Government representation and certification documents.
  • Prepare contract summaries, and develop recommendations aimed at resolving contract issues.
  • Assist in the development of standards, policies, guidelines, templates, playbooks, and other contract management tools in order to streamline and provide consistency of review of contracts and customer proposals by various business segments.
  • Ensure compliance with corporate policies and procedures applicable to contracting and contract management.
  • Train non-contract professionals on key U.S. government procurement and compliance topics.
  • Provide support to business segments and Facility Security Officers regarding compliance with requirements of U.S. government agencies, such as the Department of Defense, concerning U.S. classified programs.
  • Assist in development of training programs for legal staff and internal clients.
  • Establish and maintain contract files.
  • Perform other responsibilities and provide administrative support, as assigned.
Requirements/Qualifications: 
  • U.S. citizenship and ability to obtain U.S. government security clearance.
  • Bachelors degree.
  • 8 or more years' federal government contract management, commercial contract management, procurement, business management, project management, or other related business function.
  • Prior experience and strong proficiency redlining and negotiating contracts, and reviewing contracts for completeness and consistency with corporate standards.
  • Strong working knowledge of FAR, DFARS, cost and pricing data regulations and other Government contracting issues.
  • Ability to liaise with Government representatives – e.g., agency contracting officers, Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA), Defense Security Service (DSS).
  • Strong written and verbal communication skills, strong negotiation skills, as well as strong analytical skills for problem solving, risk assessment and strategy.
  • Unquestioned integrity and business ethics.
  • Ability to work independently without supervision and exercise sound judgment.
  • Highly responsive with strong time management and organization skills.
  • Attention to detail and follow-through.
  • Strong proficiency computer proficiency including MS Word, MS Excel, and MS PowerPoint.
Preferred Skills:
  • Prior experience in the semiconductor industry, other high technology industry, manufacturing company, or federal contractor or subcontractor preferred.
