ON POSITION TITLE: CPST Provider / Prevention Specialist, School Based
DIRECT SUPERVISOR: SBMH Coordinator, CPST and Prevention
DEGREE OF SUPERVISION: Meets with supervisor on an ongoing basis

I. Overview of Position
The Community Psychiatric Supportive Treatment (CPST) Provider provides services that focus
on recovery and resiliency principles as they empower individuals experiencing mental illness to
integrate, function, and succeed in their communities (homes, schools, work, and neighborhood).
Services include mental health interventions, individualized life skills development, symptom
monitoring, crisis management, ongoing assessment of needs, advocacy, and connections to
natural and community supports.
The Prevention Specialist provides services that focus on prevention theories as they empower
individuals to integrate, function, and succeed in their communities (homes, schools, work, and
neighborhood). Services include implement of evidence-based curriculum programs in groups,
service learning and alternate learning activities, coordination with school and community,
presentations to groups on relevant topics, and involvement in community initiatives.
The CPST Provider / Prevention Specialist is expected to have the ability to build working
relationships with a diverse group of people in a variety of settings and situations and also
expected to have strong knowledge of community resources and excellent documentation skills.
In addition, the SBMH CPST provider will serve in school-based assignments, and participate in
coordination and supervision meetings, as needed, with the SBMH supervisor. Slight fluctuation
in allocation of hours across duties may occur, as the case load and job responsibilities require.
II. Essential Job Functions / Responsibilities
A. Adhere to agency policies and procedures.
B. Report to the supervisor on an ongoing basis.
C. Attend department and staff meetings and other agency functions as required.
D. School Based Mental Health CPST Providers / Prevention Specialists will be assigned to
multiple K-12 schools and are expected to work a 40-hour work-week (if full-time).
E. Works prior to the beginning of the school year, and after the completion of the school
year until agreement hours and required productivity targets have been met.
F. Schedules and completes all training, professional development, and continued
education required to obtain/maintain license or certification during scheduled school
breaks to maintain service days at school.
G. Extension of work schedule to obtain the required productivity goal will not result in
additional reimbursement.
H. Performs a once monthly session for entire caseload during summer break. If higher level
of care is deemed appropriate for a client, the CPST Provider / Prevention Specialist
must provide services one day per week or they must transfer the client to another SBMH
Provider who is able and available to deliver care.
I. Coordinates with school administrators and school staff members to be available for new
and continuing consultation and treatment student needs while in school building or if
working remotely.
J. Provides services to students and clients in their school, home, community, or office
setting in order to best serve the client’s needs
i. If the student is willing and wanting to meet for services but unable to find
transportation, the CPST Provider / Prevention Specialist will be expected to
either meet the student in a public meeting place close to the student or transport
the client to a public meeting place, using their own vehicle.
K. If the school buildings close due to a pandemic, providers are expected to continue
seeing clients in the office, client homes, or community settings, or by Telehealth (if
available and effective) while taking agency recommended safety precautions to protect
themselves and their students and clients from exposure and infection.
L. Completes and maintains accurate documentation and charting, in a timely manner, in
accordance with agency policy.
M. Community Psychiatric Supportive Treatment (CPST):
i. Focuses on recovery and resiliency principles as they empower individuals
experiencing mental illness and/or addiction to integrate, function, and succeed
in communities (homes, schools, work, and neighborhood).
ii. Provides services including mental health/AoD interventions, individualized life
skills development, symptom monitoring, crisis management, ongoing
assessment of needs, and client advocacy.
iii. Builds strong relationships and relationship building skills with diverse
populations, especially children and adolescents.
iv. Assesses and serves the needs of individuals with severe mental illness
and/or addiction. Utilizing empowerment and promotion of recovery and
resiliency principles.
v. Facilitation and development of daily living skills.
vi. Promotes positive parenting and family engagement.
vii. Develops and coordinates Individualized Service Plans (ISP).
viii. Practices advocacy and outreach on behalf of clients. Linkage with
appropriate resources and natural supports.
ix. Works effectively in schools, homes, and community. Coordinating with
various service systems, as needed.
x. Effectively manages crisis situations, in a responsible and safe way. Completing
safety and risk assessments.
N. Prevention Specialist:
i. Demonstrates the ability to gather relevant demographic, risk and protective data
in order to define/describe target population as well as recruit new students for
involvement.
ii. Coordinates and provides prevention services consistent with program objectives
and outcomes to ensure program productivity is met.
iii. Attend training and remains proficient in all curricula offered by the
Prevention Program.
iv. Demonstrates the ability to utilize age appropriate research-based
prevention theory and best practice to develop, implement, and evaluate
programming in support of program objectives and outcomes.
v. Identify, organize, and execute individual and group activities with students and
collaborators consistent with program objectives and outcomes.
vi. Demonstrates understanding of adolescent growth/development, family
systems and risk and protective factors in order to provide appropriate
consultation to students, parents, collaborators and school personnel in
addressing relevant program identification and referral issues consistent with
prevention scope of practice.
vii. Accurately complete reporting of prevention programming objectives and
outcomes on a quarterly basis, and/or as required.
viii. Contribute to the process of program development and to develop goals
and strategies consistent with prevention principles and agency objectives.
ix. Provides input on program effectiveness and make
suggestions/corrections as warranted.
x. Accounts for program funds and resources, as needed.
xi. Maintain proficiency in prevention research and best practices to provide
information presentations as assigned, provide consultation, and support funding
sources, targeted audiences and service populations.
O. All other duties as assigned.

D. Works collaboratively with other professions, departments, agencies, client collaterals,
and community entities to ensure the client and agency’s needs are met.
E. Utilizes supervision, peer input, and ongoing training/education to improve competencies,
and provides CommQuest with documentation to substantiate ongoing training/education.
F. Promptly reports and documents any critical or unusual incidents.
G. Performs actions that demonstrate accountability and good judgment in emergency
situations.
H. Demonstrates through behaviors a core belief/value in the fundamental equality of all
human beings.
IV. Global Competency Areas
A. Maintains current certification in CPR/First Aid.
B. Must be trained and certified in Non-Violent Crisis Intervention training.
C. Demonstrates knowledge of HIPAA, AoD and Federal Confidentiality Law.
D. Demonstrates commitment to professional growth as evidenced by attendance at staff
meetings and in-services.
E. Demonstrates ability to recognize possible signs of abuse and neglect of
minors/elders/handicapped as evidenced by reports to supervisors.
F. Demonstrates knowledge of basic infection control procedures as evidenced in post test
score.
G. Demonstrates competency in responding during agency fire drills, as evidenced in the
written reports of actual fire drills or actual fires.
H. Demonstrates understanding of agency disaster protocols.
V. Minimum Qualifications
This position requires a minimum of a High School Diploma or GED. Bachelor’s degree in Social
Work, Psychology, Education, or related field is preferred. Minimum of one or more years of
experience in the provision of CPST services is required. Previous experience in working with
students in a school setting (Pre-K through 12 th ) is preferred.
Qualified staff will be expected to have or obtain the Qualified Mental Health Specialist (QMHS)
credential and Chemical Dependency Counseling Assistant (CDCA) certification, if assigned to a
high school setting. Qualified staff will be expected to become a registered applicant (RA) for the
Ohio Certified Prevention Specialist (OCPS I,II) credential within 3 months of employment and
obtain OCPS credentialing within 3 years of hire.
Position requires routine evening hours and a willingness to allow some flexibility in scheduling a
caseload. Position requires the ability to manage time well, complete a variety of paperwork in a
timely and efficient manner, and maintain case files in accordance with (IAW) the requirements of
various auditing authorities such as Medicaid, COA, third-party payment plans, agency reviews,
etc.
Must possess the ability to utilize supervision and teamwork toward best practice service delivery.
Must have effective organizational, facilitation, collaboration, and communication skills. Must be
fluent in written and spoken English. Possesses a valid driver’s license, vehicle insurance, and a
driving record that is in compliance with agency insurance requirements.
