Statewide Hiring & Classifications Supervisor (PSA, Opt. 1)

Position Overview:

The Department of Juvenile Justice is seeking a motivated candidate to work closely with the Director of Human Resources, organizing, planning, implementing, and controlling the statewide operation of Human Resources functions for the Department of Juvenile Justice (DJJ). The individual in this position will serve as the agency contact and Human Resources Office Liaison between Central Management Systems (CMS) and assigned human resources staff located in the central office and in facilities throughout the state of Illinois. The individual in this position will speak for the Director of Human Resources and Chief of Staff in coordinating and implementing human resource issues. Serves as a full line supervisor for IDJJ Human Resources staff and travels in the performance of duties as required. All qualified applicants encouraged to apply.

Position Essential Functions:

  1. Serves as the Statewide Hiring & Classification Process Manager.
  2. Serves as an Agency Contact and Human Resources Office Liaison.
  3. Serves as full-line supervisor.
  4. Advises staff on Personal Services Contracts and temporary assignment rules and processes.
  5. Speaks for the Director of Human Resources in coordinating and implementing human resources issues.
  6. Aids staff assigned to conduct screening and conducts screening in absence of screening staff.
  7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications:

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college preferably with courses in business or public administration.
  2. Requires three (3) years of progressively responsible administrative experience in a Human Resources Program.

Preferred Qualifications (In Order of Significance)

  1. Prefers five (5) years of progressively responsible experience in a human resources office. 
  2. Prefers three (3) years of experience working with labor relations staff providing guidance, processing documents, and conducting research from a personnel standpoint regarding grievances, discipline, and other labor related matters.
  3. Prefers at least two (2) years of supervisory experience focusing on employee motivation.
  4. Prefers at least two (2) years of experience supervising human resources staff.
  5. Prefers at least three (3) years of experience assigning and reviewing work, conducting performance reviews, recommending, and imposing discipline, reassigning staff to meet day to day operational needs, and determining and recommending staffing needs.
  6. Prefers at least two (2) years of experience creating, and assisting in the creation, of interview questions and preferred responses.
  7. Prefers at least two (2) years of experience monitoring, advising on, and conducting a structured interview process.

Conditions of Employment:

  1. Requires the ability to pass an IDOC/IDJJ background check.
  2. Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  3. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  4. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  5. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  6.  Requires the ability to comply with local and federal health mandates.

The mission of the Illinois Department of Juvenile Justice (IDJJ) is to build youth skills and strengthen families by promoting community safety and positive youth outcomes. Over 900 staff members from across various departments—security, programming, education, mental health, and more—collaborate with the understanding that youth are physically, emotionally, and cognitively different from adults. The department provides extensive services to young people through a developmental, treatment-focused model of care that builds youth resiliency, engages families, and promotes community safety at the five youth facilities it operates across the state. IDJJ serves and houses approximately 150 youth and is responsible for approximately 500 youth on Aftercare in various Illinois’ communities.
