Executive I

The Illinois Department of Revenue (IDOR) is seeking to hire an Executive I to serve as a facilities manager for the agency’s Chicago headquarters and Northern offices. This position is directly under the Property Management Division Manager in Administrative Services and oversees and administers requests involving services provided by the Administrative Services’ program area at the IDOR facilities in Chicago, Rockford, and Des Plaines. The ideal candidate will serve as the property control liaison for the Northern offices, administer facility-related contracts for the Chicago office, serve as the onsite liaison to Central Management Services (CMS) with all moves associated with equipment and office modifications, and serve as the safety warden and member of the Health and Safety Committee. The individual will be able to develop specifications and participate actively in purchasing operations, policies, and procedures. The ideal candidate will be able to work well with vendors, staff, and senior management. Previous professional experience managing commercial building projects, physical space/planning, and computer-aided design software to prepare and review both large and small project floor plans is required. Essential Functions

  1. Under direction, oversees and administers requests involving services provided by the Property Management and/or the Administrative Services Program Area at the Chicago office, Northern Offices, and the Chicago-area Secretary of State (SOS) facilities.
  2. Serves as a liaison for issues at the Northern facilities and SOS.
  3. Serves as Northern liaison for physical security and destruction of Federal Taxpayer Information (FTI).
  4. Serves as a property control liaison for Northern offices.
  5. Administers facility-related contracts for the Chicago facility.
  6. Serves as Safety Warden and a member of the Chicago facility Health and Safety Committee.
  7. Serves as on-site liaison to CMS Facilities staff and the Department of Innovation and Technology (DoIT) staff at the Northern facilities.
  8. Participates in monthly staff meetings.
  9. Performs other duties as required or assigned which are reasonably within scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
  2. Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Preferred Qualifications

  1. Two (2) years of experience monitoring and resolving work orders.
  2. Two (2) years of experience performing access control, space assignment, equipment handling, or inventory management.
  3. Two (2) years of experience ordering supplies, processing invoices, and distributing materials to work locations.
  4. Two (2) years of experience coordinating and managing multiple assignments at the same time with different deadlines.
  5. Two (2) years of experience working with confidential information and ensuring it is kept secure.
  6. One (1) year of experience with Property Control, i.e., assisting with surplus or inventory certifications.

Conditions of Employment

  1. Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  2. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
