Essential Functions

  1. Conceptualizes strategies to plan and implement an efficient use of sound procurement practices and contractual monitoring by ensuring compliance with Department administrative rules, as well as relevant directives imposed by Central Management Services and the State Ethics Commission. Drafts and prepares Requests for Proposals, invitations for bids, Requests for Quote. Prepares and approves the first level of purchases through the BidBuy system. Drafts contracts, basic order agreements, IGAs, facilitates and supervises staff using the statewide grants management system and reviews purchase of care agreements.
  2. Oversees the statewide Community Care Program case management contracts. Oversees and directs the All Willing and Qualified (AWAQ) application and certification process of prospective service providers for the Community Care Program (CCP) and Care Coordinator Units. Oversees the process for enrolling entities in the IMPACT system for Medicaid enrollment.
  3. Serves as a working supervisor. Assigns and reviews work. Provides guidance and training to assigned staff. Counsels staff regarding work performance. Reassigns staff to meet day-to-day operating needs. Establishes annual goals and objectives. Approves time off. Prepares and signs performance evaluations.
  4. Contributes to the development of rules, procedures, best practice papers, policies, and reforms for the administration of the Office of Service Developments and Procurement. Provides advice and consultation on agency procurement policy matters, regulations, and procedures. Prepares alternative program policies and policy guidelines to demonstrate feasibility of program initiatives.
  5. Represents the Division Manager on procurement and purchasing concerns with the Ethics Commission, Procurement Policy Board, and Central Management Services. Serves as the liaison for the CMS Business Enter Program, Veteran Owned Business (VSB) Program, and the Small Business Set Aside Program. Assists the Department with setting and meeting annual procurement goals.
  6. Performs other duties as required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration. 
  2. Requires prior experience equivalent to three years of progressively responsible administrative experience in public or business organization.

Preferred Qualifications

  1. Prefers at least 4 years of experience working in fee for service agreement writing and application processing.
  2. Prefers at least 4 years of experience working in the Statewide grants management system (Amplifund).
  3. Prefers at least 4 years of experience as an agency procurement officer (APO).
  4. Prefers at least 3 years of experience supervising 4 or more employees.
