Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to monitor and coordinate complex professional and advisory functions for the Department’s electronic grants management system. Serve as liaison with the grant management system vendor on configurations to achieve the most expeditious and effective electronic system for the Agency.

Essential Function 1

Monitors and coordinates complex professional and advisory functions for the Department’s electronic grants management system.

  • Serves as technical specialist for the electronic grants management system.
  • Monitors and coordinates the analytical and programming functions required to adapt, convert, and develop electronic grant applications.
  • Configures grant applications, application review criteria, progress reports, grant contracts, and all other programmatic components implemented through the electronic grants management system.
  • Manages grant setup and release timeline in coordination with management and system support staff.
  • Schedules and monitors assignments to meet overall project timeframes.
  • Provides technical support in the development of various Departmental solicitations for grant programs prior to posting on the electronic grants management system.
  • Ensures consistency in the development of grant solicitations across the agency.

Essential Function 2

Oversee technical support for the electronic grants management system and manages technical issues, grant modifications, or configuration needs as identified through the system’s helpdesk.

  • Provides training and on-boarding for Agency staff regarding high level technical components of the electronic grants management system.
  • Creates training resources and instruction documents for electronic grants system development.

Essential Function 3

Serves as a primary agency representative to electronic grants management system vendor for technical functions and services.

  • Identifies and resolves complex problems and refers requests and recommendations for improvements to the system vendor.
  • Evaluates, tests, and recommends acquisition or rejection of system modifications, subject to management approval.

Essential Function 4

Utilizing the electronic grants management system, writes scripts for Agency-specific grant queries and works with the system vendor to design, update, or modify existing standard reports.

Essential Function 5

Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications 1

Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with course work in business or public administration.

Minimum Qualifications 2

Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Preferred Qualifications 1

One year experience with an electronic grants management system.

Preferred Qualifications 2

One year experience with electronic grants management applications and procedures to provide assigned technical and analytical services.

Preferred Qualifications 3

One year experience with basic forms development and set-up.

Preferred Qualifications 4

One year developer experience with cloud-based, customizable, off the shelter systems.

Preferred Qualifications 5

One year experience scheduling and monitoring assignments to meet timeframes.

Preferred Qualifications 6

One year experience creating training resources or instructions for electronic grant systems.

Work Hours: Monday-Friday 8:30am-5:00pm
