The Idaho Division of Human Resources (DHR) is seeking a Human Resource Business Partner III (Lead Recruiter). This announcement will be used to fill a classified position located at the Department of Health and Welfare that will be located at the Pete T. Cenarrusa Building in beautiful downtown Boise. This position will provide support for the Department of Health and Welfare and will work collaboratively with the Idaho Division of Human Resources. About the Department of Health and Welfare: The Department of Health and Welfare's (DHW) primary role in the community is to provide services and oversight to promote healthy people, safe children, and stable families. It has eight divisions that help people in communities and operates in 52 locations, of which 19 are publicly accessible throughout the state. In addition to field and administrative offices, it also operates five visitation and counseling offices, four state institutions, the state lab and the emergency communications center. Summary: Performs advanced professional human resource services in the area of recruitment to ensure DHW can attract qualified candidates to maintain a workforce that is able to support their mission. Responsibilities: Supervise the HR Business Partners that oversee the recruitment processes for IDHW. This includes recommending hiring staff, monitoring and evaluating performance, establishing section goals, and work schedules and priorities. Train and mentor recruiters and other staff on recruiting and the applicant tracking system (Luma Talent Acquisition-Talemetry). Ensure social media recruitment efforts and DHW's Career site are effective and updated. Provide day-to-day operational guidance and leadership to recruiting team on recruitment efforts such as sourcing, candidate management, candidate and hiring manager communications, recruitment budget, etc. Collaborate with managers and recruiters to develop and implement recruitment strategies. Ensure relationships are built and maintained with schools and community partners related to recruitment. Assist in screening and interviewing applicants. Attend career fairs as well as coordinate with field HR Specialists on statewide recruitment events. Ensure recruitment materials are acquired, developed and revised as needed - promotional items (SWAG), benefits materials, flyers, letters, etc. Review DHW job announcements to ensure announcements are compliant, consistent, error free, and are posted timely. Provide oversight to referred list completion and ensuring they compliant, hires and dispositions completed accurately, and requisitions closed out timely. Work with the Compensation and Classification Team to ensure recruitment metrics are tracked and classification information is updated as needed/requested. Distinguishing Characteristics This is the fourth level in the HR job family. At this level, incumbents navigate a broad range of complex issues and inform leadership regarding contentious matters. Provides advanced guidance for other HR staff, seeking assistance on highly complicated situations.
