ICF is Hiring a Remote Jurisdictional Project Coordinator (Remote Role)

ICF seeks a Jurisdictional Project Coordinator to work remotely and support the Child Welfare Capacity Building Center for States (the Center) contract with the Children’s Bureau. The purpose of the Center is to support and enable child welfare agencies across the country to build on and expand their capacities to serve their communities and to keep children safe and families strong. The Jurisdictional Project Coordinator plays a pivotal role in providing crucial support to liaisons, project teams, and leadership involved in various projects and technical assistance efforts. This position involves collaborating with Tailored Services Liaisons to coordinate projects and jurisdictional support for state and territory child welfare agencies, under the oversight of the Tailored Services Liaison responsible for the specific state/territory. The ideal candidate possesses excellent organizational, time management, and coordination skills, coupled with a proactive eagerness to learn, ability to successfully manage competing priorities, engage with diverse groups, demonstrate flexibility, and has experience coordinating projects in a fast-paced environment. This is a fully remote position and requires some travel.
Key Responsibilities
Responsibilities for all Project Coordination include:
Partnership Expectations:
  • Collaborate effectively with the project lead, the Center’s State/Territory Liaison, and all project team members to ensure smooth project execution and capacity building.
  • Foster a close working relationship ("shoulder-to-shoulder") with assigned state project leadership and staff to support jurisdictional child welfare agencies.
  • Provide guidance and modeling to child welfare agencies on project progress tracking, meeting coordination, and facilitation.
  • Prepare timely service contact notes as per contractual requirements and assist in managing consultant invoicing, including data collection and entry support, and tracking consultant hours and forecasts
  • Travel to assigned jurisdictions as needed based on work plan requirements.
Project Coordination:
  • Assist project teams in scheduling meetings, defining roles, and providing practical support, including virtual meeting logistics and note-taking.
  • Aid in effective meeting planning and agenda development.
  • Oversee project deliverables in assigned jurisdictions under the guidance of the State/Territory Liaison.
  • Collaborate with state/territory staff to monitor progress and ensure work plan deliverables are met, utilizing tools like Gantt charts.
  • Provide feedback to improve project outcomes and share lessons learned.
  • Monitor service quality and jurisdiction satisfaction for all services provided.
  • Contribute to project and contract reporting, evaluation activities, and continuous quality improvement efforts.
  • Immediately report and proactively address project issues or concerns with the State/Territory Liaison.
  • Utilize project management tools for achieving milestones and outcomes, managing risk, and tracking progress.
Basic Qualifications
  • Associates degree in social work, public administration, or related field.
  • A minimum of 3 years of project coordination experience, preferably in a human services sector like child welfare.
  • Position requires a minimum of 2 years of experience with budget development and monitoring
Preferred Skills
  • Proficient in project coordination with strong communication, organizational, time management, teamwork, problem-solving, attention to detail, and adaptability skills.
  • Ability to work collaboratively within a team and independently to achieve project milestones and activities.
  • Knowledge of child welfare systems of care and relevant federal child welfare processes, such as Child and Family Services Reviews.
  • Experience applying change management processes.
  • Knowledge of quality assurance, continuous quality improvement, and/or data analysis principles.
  • Lived and/or professional experience working across various differences (e.g., race, ethnicity, language, gender, income, education, power) and/or lived experience in the child welfare system.

  • Strong analytical, problem-solving, and decision-making capabilities.
  • Exceptional quality control skills with superior attention to detail and the ability to meet stringent deadlines.
  • Skillful in exercising good judgment, discretion, tact, and diplomacy.
  • Excellent verbal, interpersonal, and written communication skills.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$52,488.00 - $89,230.00 Nationwide Remote Office (US99)
