ICES is Hiring a Software Solutions Systems Architect 2023-AMS-4001 Near Metro Area, WA

Intelligence Consulting Enterprise Solutions, Inc. is looking for a Software Solutions Systems Architect.
Join ICES, Inc. on a contract impacting national security as a Software Solutions Systems Architect. This position is located in the Washington D.C. - Metro Area. The candidate must have a US Citizenship and an active/current TS/SCI security clearance and be willing and able to pass an additional polygraph as needed.
As a Software Solutions Systems Architect, specific responsibilities include, but are not limited to:
Duties:
  • Establish system information requirements using analysis provided by information engineers in the development of enterprise-wide or large-scale information systems.
  • Ensure that these systems are compatible and in compliance with the standards for open systems architectures.
  • Develop a Solution Train construct for IPA and shall interface regularly with Contractor/Industry Partner software developers, Product Owners, Product Managers, Release Train Managers and Feature Support Engineers to support synchronization of all delivery schedules and workflow processes and configuration management involved in production segments such as Sprints and Program Increments.
  • Support integration and synchronization of software requirements for Release Trains to ensure all stakeholders are aware of development efforts and that delivered capability satisfies dependencies and cross-program functionality where required.
  • Perform all Agile activities to synchronize RTM activities and monitor the status of capability backlogs, prioritization, and successful deployments.
  • Support IPA in ensuring software developers comply with Government record creation and management policies for all entries in JIRA and Confluence.
    • Including the correct: Documentation of Scope, Descriptions, Acceptance Criteria, Record Titles, Start and Finish Dates, Record Types (Solution Epic LBC, Solution Epic MVPf, Program Epic MVPf, or Feature), and Capability Descriptions ensuring all work is recorded in JIRA and/or Confluence.
  • Support IPA in governing the overall use of JIRA and Confluence, along with coordinating these tools with the Agile work flows and business processes associated with existing software development contracts and contractors, ensuring all are aware of proper procedures for record management and any gaps that need attention and/or correction.
  • Work at the Management Team level and provides guidance, direction and support to the RTM Teams. Supports providing system architecture across the Solution Release Train in accordance with the IPA Government’s Chief Architect’s guidance.
  • Support IPA in developing and providing architectural alignment between NGA architecture and Solution Release Train architecture.
  • Support NGA in ensuring each inter-dependency between Release Trains are accurately reflected in the Solution Train Architecture.
  • Coordinate the development and execution of all Release Train architectures.
  • Lead the JIRA, Confluence Change Control board to ensure standardized templates and reporting.
Required Qualifications:
  • Active TS/ SCI Security Clearance.
  • Bachelor’s degree plus 10 years of experience, or Masters plus 7 years of experience in Government Program and Information Technology Management or a related field.
  • Experience in Agile methodology and development of Solution Trains for large-scale complicated operations.
  • Experience in Agile Scrum methodology to design and implement complex IT Systems
Desired Qualifications:
  • Experience in leading teams for modifying complex applications programs from specifications and Discrepancy Reports.
  • Experience working on all phases of applications programming activities, independent of supervisory guidance.
  • Experience and knowledge of NGA IT systems and server environments
  • Experience and thorough understanding of the NSG Tasking, Processing, Exploitation and Dissemination (TPED) mission and the systems that enable that mission.
