SummaryJob Description
The primary purpose of each ROSS-SC shall be designed to meet the needs of the local community that they will serve which includes all LIPH communities. Incumbent will provide intake assessments, resources, and referrals to the appropriate internal or external resources of the Resident Self Sufficiency Department. Also will provide support to the Family Self-Sufficiency Supervisor by carrying out the activities of the RSS Department by engaging with and counseling residents to determine need and best practices in assisting them in attaining self-sufficiency.
All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.Essential Duties And ResponsibilitiesThe position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
  • Market the program to residents, including residents that are single parent heads-of-household and at-risk youth and/or transition age youth. Ensures proper recruitment of individuals and families for RSS programs in order to achieve RSS department goals and objectives.
  • Provide general case management which includes intake, assessment, education, and referral of residents to service providers in the local community. (HACP LIPH Communities)
  • Coordinate and oversee the deliver of services, ensuring services are provided on a regular, ongoing, and satisfactory basis.
  • Coordinate the sponsor education events, which may include topics relating to health care, job search seminars, life skills training, and digital literacy.
  • Assist the PHA, tribe/TDHE, or RA to create a resident group to promote self-sufficiency efforts and/or encourage residents to build informal support networks with other residents, family, and friends.
  • Encourage the formation of Civic Engagement and/or Self-Help Groups with residents and faith-based and/or other community-based groups if a particular need is evident. The prupose is to foster a sense of community and encourage residents’ efforts to support and assist each other in their efforts to move toward self-sufficiency or age in-place.
  • Monitor and track the ongoing provision of services, progress of individual participants. Monitor the provision of supportive services where appropriate.
  • Interviews residents (in person, via telephone, or through home visits) regarding personal family adjustments, finances, employment, food, clothing, and housing needs, and physical and mental impairments to determine nature and degree of problem.
  • Develops case plans with clients individually, as a family, or in other small groups, and aides clients in mobilizing their inner capabilities and external resources to improve social functioning.
  • Assists residents to determine level of financial literacy and steps needed to move each participant to become self-sufficient; determines family’s eligibility for homeownership counseling, housing resources, and future homeownership opportunities.
  • Assists residents in modifying their attitudes and patterns of behavior by increasing their understanding of self and personal problems.
  • Networks and forms relationships with other housing professionals and service providers in order to keep abreast of services and assistance available to HACP residents; ensures that others within HACP are made aware of services and assistance options available to HACP residents.
  • Refers residents to appropriate supportive services, community agencies, and resources; supports and encourages residents’ efforts in becoming self-sufficient.
  • Assist with networking and educational meetings/workshops an the development of resident councils when appropriate.
  • Assists with coordination of on-site events for residents within the FSS program.
  • Compiles case notes and tracks participation and referrals; accesses and records rresident and community resource information.
  • Collaboration with FSS Master’s Coordinator, Clinical Coordinator and Referral Manager to ensure best practices and appropriate referrals are being made.
  • Communicates problems to respective Property Managers to modify service offerings or address global issues.
  • Must complete Nan McKay FSS testing and obtain required certification within one year from employment start date.
  • Manages caseload that consists of residents with intense needs, and provides service coordination for the populations that need intense support.
  • Performs other duties as assigned within the function of Service Coordination.
Education And/or ExperienceBachelor’s degree in Social Services, Criminal Justice, Human Services or related field; with a minimum of 3 years of experience in a social service setting, involving facilitating services, developing of case plans, conducting intakes, assessments, and referral experience necessary. Incumbent will have experience in developing of case plan, FSS ITSP, or equivalent. An equivalent combination of education and experience may be considered. Ability to support and assess residents with the purposes of best practices, appropriate referral and linkage in the level of care needed.
Technical SkillsTo perform this job successfully, the employee should have strong computer skills and be proficient in TAAG and MS Office applications (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.

To perform this job successfully, the employee is frequently required to travel to various Authority properties. Daily movements include sitting; standing; reaching and grasping; operating computers and other office equipment; moving about the properties; and attending onsite meetings and offsite meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally transport up to 25 pounds.

Position works in office environment and on Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud and the environment may be more hazardous than a standard office environment. This position may be required to work with contractors as well as Authority residents.
