General Statement of Duties: Responsible for managing and leading the financial initiatives of the organization. The CFO oversees the timely and accurate reporting of financial statements. Works closely with the Chief Executive Officer (CEO) and other members of Senior Management to ensure the successful attainment of business initiatives.

Level of responsibility: Reports to Chief Executive Officer. Supervises: Controller

Status: Exempt

Schedule: Monday through Friday 8am-4:30pm on site in Kearneysville, WV

Duties and Responsibilities:

Leadership:

  1. *Accountable for leadership, direction, control, and coordination of all financial initiatives.
  2. *The CFO directs accounting, reporting, treasury, audit, budgeting, risk, financial planning, contract management, and related activities.
  3. *Maintains and enhances the basic systems of accounting, financial controls, revenue cycle and payroll, and provides direction to the treasury functions of cash management, insurance, and participates in major financial and contractual transactions.
  4. *Plays a key role in the development and delivery of board materials, which include financial statements, and strategic financial analysis to ensure the long-term financial viability of the
  5. *Develops and collaborates with Senior Management to implement financial and operational strategy. Identifies and establishes metrics or key performance indicators (KPIs) tied to that strategy.
  6. *Develops and implements processes related to the ongoing development and monitoring of control systems designed to preserve company assets.

  11. *Makes recommendations related to raising capital, capital investments, and general financing of capital projects.
  12. *Participates in the strategic planning process and the development and research of new programs and business lines in accordance with the strategic plan.
  13. *Serves as the subject matter expert for the Finance function and acts as a liaison to external and internal stakeholders.
  14. *Oversees the management and coordination of all fiscal reporting activities for the organization including organizational income statements, balance sheet, cash flows, and statistical analyses. Reports to Senior Management, Stakeholders, and Board of Directors regarding development and monitoring of organizational and contract budgets.
  15. Understands and provides input to upstream and downstream impacts of business decisions on the organization.
  16. *Oversees all contract management to include all service agreements required for clinical and business operations of the organization. This includes ensuring all contracts are up to date and rates are negotiated accordingly.
  17. Inspires, motivates, and mentors the finance staff to support the organization and meet its

Quality Provision of Services:

  1. *Responsible for Hospice of the Panhandle’s administration of day-to-day financial
  2. *Oversees Hospice of the Panhandle’s finance and accounting systems including General Ledger, accounts payable, revenue cycle, payroll, fixed asset, and financial reporting/analysis systems, i.e., dashboards, budget compliance and variance analysis tools.
  3. Develops and provides leadership with financial analysis to facilitate the organization’s efforts to achieve highest optimal performance, and quality standards.
  4. Keeps abreast of industry and professional changes and innovations and incorporates these into policies and procedures. Develops quantitative and financial methodologies to evaluate program effectiveness and reports results to the CEO.

Organizational/Regulatory Compliance:

  1. *Monitors external landscape, and adjusts financial projections based on regulatory changes, market forces and reimbursement models.
  2. *Reviews and ensures all finance and accounting policies and procedures meet all regulatory and compliance requirements.
  3. *Evaluates the liability and the statutory insurance, with responsibility for risk management for the organization, including insurance and programs aimed at avoiding and containing financial
  4. *Follows, adheres to, and complies with all accounting and financial regulations and principles, including generally accepted accounting principles (GAAP).
  5. Assists with the design, modification, and update of forms to facilitate appropriate financial record keeping in conformance to state, federal, Community Health Accreditation Partner (CHAP) regulations and guidelines.
  6. *Ensures all departmental staff adheres to all applicable federal, state, and local laws and
  7. *Directs the preparation of all financial, income, government, and tax forms as
  8. *Oversees the cost and CAP reporting process and issuance of any financial reports or disclosures as required by the Center for Medicare Services (CMS) or the fiscal intermediary.

People/Communication:

  1. *Oversees the monitoring and documentation of finance staff performance. Works with organizational education function to create programs/in-services for finance staff to enhance their skills.
  2. *Attends Board of Director meetings and committee meetings as required. Presents appropriate financial details, budgets, and answer questions during these meetings.
  3. Works with Multi View Inc. (MVI) to analyze and enhance financial performance through benchmarking.
  4. Ensures management staff have proper information and education to maintain the level of financial literacy required to provide sound financial reporting and decision support. This includes, but is not limited to, Department/Cost Center level financial reports including actuals, budgets, comparisons to prior years with statistical analysis otherwise known as responsibility reports.
  5. Comprehensively understands the revenue cycle function. Bridges gaps between clinical departments affecting the timing and collectability of the Company’s receivables. Ensures and maintains relationships with payors.
  6. * Facilitates the selection of organizational goals. Collaborates with other staff in achieving goals. Approves departmental goals related to the organizational goals.
  7. Completes expected assignments in a timely manner including, but not limited to, rounding,

thank you notes, retention conversations. Is an active participant in all leadership development

programs.

  1. Responsible for verification and accuracy of time and attendance records of supervised

employees.

  1. Advises supervised employees on the proper filing of requests for leave, and grants leave

according to established personnel policies. 

  1. Participates in annual review of all policies.
  2. Other duties as assigned.

Financial Stewardship:

  1. *Collaborates with the CEO, Senior Managers, and Board of Directors to develop strategies and action plans to meet the objectives of the organization while ensuring financial viability.
  2. *Oversees the financial planning process and cash flow management, including mentoring management in how to read and understand financial statements and performance reports to accurately budget and manage the performance of their areas of responsibility.
  3. *Supports the development of financial forecasts based on the organization’s strategic plans.
  4. Builds a sustainable financial structure that meets Hospice of the Panhandle’s mission vision, and values.
  5. Oversees the Hospice of the Panhandle’s investment portfolio.
  6. Attends Hospice of the Panhandle activities (i.e. memorial service, volunteer dinner, fundraisers, etc.) as requested.
