Description

Hospice El Paso is the oldest and largest non-profit hospice organization in the community. We were founded by El Pasoans for the sole purpose of providing specialized care, comfort and support to persons with a terminal illness, regardless of their ability to pay.

Our main focus is maximizing the remaining quality of life for the dying, while also providing support for their caregivers and loved ones. Specialized teams provide compassionate comfort and care and are comprised of physicians, registered nurses (RNs), certified nursing assistants,
social workers, chaplains, plus admissions counselors and support staff.

The majority of these services are provided at home. Hospice care can also be provided in nursing, foster, and assisted living homes, along with rehabilitation centers and skilled nursing facilities.

The “Center for Compassionate Care” is the city's first stand-alone “hospice in-patient facility.” We provide acute hospice care in a quiet and comfortable setting. In this home-like setting, patients receive 24-hours of specialized skilled care when pain and symptoms cannot be managed in a home environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Listed below is an outline of the major duties and responsibilities that will be required. Administrative authority, responsibility, and accountability necessary to perform the assigned duties under the supervision of the Director of Facility Operations are delegated to this position.

DUTIES

Provides support to agency staff in use of EMR platform. 

  1. Performs a “gatekeeper” function in the execution of all configuration changes in base EMR platform which limits stakeholder access to configuration settings/options. 
  2. Provides advocacy and leading input on how best to leverage new functionality with each new application release. 
  3. Gathers and analyzes functional requirements of enhancement requests, identifies the required resources, and manages execution.
  4. Writes requirements documentation as needed to incorporate functionality into core applications and related systems.
  5. Develops and leads all aspects of the implementation of policies and protocols as they relate to the EMR system.
  6. Ensures that functional specifications and developed system functionality are consistent with the original business requirements.
  7. Interacts with IT project managers and other IT resources to implement applications with direct business and clinical impact.
  8. Research trends and best practices in relation to healthcare application software.
  9. Promotes workflow analysis, process redesign and adoption of software tools for performance improvement.
  10. Manages financial aspects of information technology department related to purchasing, budgeting, and budget review.
  11. Develops business case justifications and cost benefit analysis for information technology spending and initiatives. 
  12. Manages, tracks, and monitors all software licensing.
  13. Manages data analytics and build business intelligence dashboards.
  14. Manages and monitors the deployment, maintenance, development, upgrade, and support of all

information technology systems; including servers, PC’s, operating systems, mobile devices such as smartphones and tablets, hardware, software, telephone systems, e-mails systems, backup systems, uninterruptible power supply systems, and peripherals. 

  1. Creates custom reports on a large database system.
  2. Works with management and operations to maintain and update, as necessary, a process to track.

  1. Briefs senior management staff on cyber security and compliance. 
  2. Performs firewall administration and monitoring, adjust firewall rules, and maintain security policies and remote virtual private network for external user access. 

20. Troubleshoots and repairs problems with computer hardware and software as they arise.

21. Installs new systems and upgrades existing systems.

22. Participates with other departments in designing policies and procedures to ensure the most efficient.

23. Creates documentation for data processing procedures and implements information technology policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision. 

24. Interacts with vendors with respect to hardware and software.

25. Makes recommendations for improvements to data processing systems, pricing equipment, software, etc.

26. Oversees provision of end-user services including help desk and technical support services. 

27 Performs backup and recovery tasks of files, folders, system state and bare metal images. Test 

disaster recovery of windows servers. 

28. Performs networking security monitoring of all security intrusion detected events. 

29. Provides senior leadership team with guidance and direction related to information technology enterprise systems.

30. Manages financial aspects of information technology department related to purchasing, budgeting, and 

budget review.

31. Develops business case justifications and cost benefit analysis for information technology spending and initiatives. 

32. Manages, tracks, and monitors all software licensing.

33. Manages data analytics and build business intelligence dashboards.

34. Performs other duties as assigned.

Requirements

RESPONSIBILITIES

General

  1. Keeps informed of changes in the data processing field that might have an impact on the agency and communicates these changes to management. 
  2. Attends Department Head meeting weekly or as scheduled.
  3. Serves on Safety and Policies & Procedures Committees as appropriate.
  4. Approves and submits timesheets in timely manner.
  5. Works with Director of Facility Operations to develop and maintain annual departmental budget.
  6. Implements new ideas and motivates staff to perform at a high level.
  7. Meets deadlines and accepts responsibility for projects.
  8. Annually reviews department policies and procedures, manuals, job descriptions, etc. and recommends appropriate changes to Facility Operations Manager.
  9. Participates in orientation of employees, volunteers, and students.
  10. Complies with all applicable Hospice policies, procedures, and patient protocols.
  11. Functions independently, demonstrate personal integrity, flexibility, and the ability to work effectively with other personnel under varying circumstances.
  12. Maintains a professional appearance.
  13. Displays a consistent positive attitude.
