Summary:
The BELL Manager is the primary project manager and responsible for coordinating HopePHL’s regional [OB1] [OB2] effort to cultivate and maintain cohesive and collaborative relationships between the shelter and early childhood systems. Manager will ensure that the project is supportive of shelter staff to encourage enrollment of young children staying in emergency shelters into high quality early learning programs. The BELL Manager is responsible for the management and operation of the project, supervising at least four staff, working with consultants, and ensuring compliance with the funding grant.
Essential Duties and Responsibilities:
Leads a blended team of Early Childhood Education Specialists and encourages integrated service delivery among the emergency, transitional, supportive housing (EH/TH/PSH) and early learning sectors. Works collaboratively with agency department heads to ensure cross coordination that bolsters agency goals and enhances customer service for the community of stakeholders. Manager works with development/finance department to ensure programmatic and fiscal reporting to funders is accurate and timely. Troubleshoots internal challenges that compromise agency success and reputation in a timely manner.
The BELL Manager will lead and supervise BELL staff to:
· Engage with partner EH/TH/PSH agencies to monitor family preferences about participating in early learning programs
· Support shelter staff to help families apply for early learning subsidies and identify and enroll in quality early learning programs;
· Train EH/TH/PSH staff on child development facts, practices, and principles;
· Advise the EH/TH/PSH system on developmental impacts of practices and policies;
· Connect and coordinate efforts across EH/TH/PSH, early learning and other systems that serve homeless young children
· Work with PEC’s data contractor to utilize data to monitor progress and evaluate impact;
· Collaborate with PEC’s Policy department in support of early learning system policies at the city, state, and federal levels.
· The BELL Manager will be responsible for planning the annual BELL Summit and in collaboration with co-host(s) and ECE stakeholders, lead monthly Children’s Work Group Early Childhood Committee (CWGECC) meetings.

Required Education and Experience:
Bachelor’s social work or related degree with ten (10) years supervision and management experience within a non-profit environment.
Preferred Education:
Master’s social work or related degree with five (5) years supervision and management experience within a non-profit environment.
Work Environment:
This position is a hybrid (three days in the office, two remote), with flexible schedule options. Occasionally travel to the offices of foundation officials or off-site locations will be required. The incumbent in this position will routinely use computers, photocopiers, filing cabinets and other standard office equipment. The position also requires you assist with large gift in-kind drives, and occasional event set up and breakdown.
Physical Demands:
While performing the duties of this job, the employee is frequently required to sit, talk, and hear. The employee is occasionally required to walk, use hands and fingers to feel, handle, or operate objects or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 30 pounds.
