Position Summary

The mission of Hope the Mission (HTM) is to prevent, reduce, and eliminate poverty, hunger, and homelessness by offering immediate assistance and long-term solutions. Our mission is to meet our participants needs through an individualized and non-judgmental approach that will ultimately lead to long term housing stability.

The Director of Data & Evaluation fulfills the mission of the Hope the Mission by supporting the organization in being a results and data drive agency that provides high quality services. The Director will oversee the agency’s data management team to advance data integrity, performance outcomes, and impact through quality assurance and analysis; ensuring that program data is translated to meaningful statistics. This position will have a strong understanding of the organization’s data processes and databases, identify internal data system improvements that will support program needs, evaluate program data to identify program trends, monitor programmatic performance outcomes, make data-informed strategy recommendations, and be responsible for high level reporting of internal and external deliverables. The Director will work collaboratively with management staff across multiple departments to meet agency-wide data needs. 

Primary Duties and Responsibilities

Data Analysis and Reporting: 

  1. Develop and implement effective data collection, auditing and reporting practices and procedures to ensure integrity, compliance and quality assurance of client, service and program level data

  2. Develop monitoring tools and practices such as spreadsheets, dashboard, reports that provide high level data related to program trends and impact

  3. Analyze client, service, program, and departmental data to identify agency strengths/improvements and make data-informed recommendations on programmatic strategies

  4. Lead internal and external deliverable reporting to Senior Leadership and funders on programmatic output and outcome information 

Data Management Development:

  1. Support the Data Management staff in the evaluation of data, audit compliance, and reporting

  2. Transform data into valuable statistics and interpret data evaluation reports to program staff in efforts to support the development of high impact programs

  3. Develop policies and procedures for effective management and compliance of data/documentation including data collection, entry, storage and reporting as required by funders and privacy standards

  4. Collaborate with Sr. Leadership to identify metrics and benchmark goals in alignment with contract/grant requirements and the organization’s strategic plan

  1. Develop and implement assessment tools and protocols to evaluate services quality, program impact and departmental efficacy towards mission goals 

Training and Support: 

  1. Implement training and support to program staff related to data requirements including collection, compliance, and reporting 

  2. Develop training tools and resources such as workflow charts, presentations, and protocols related to data entry and file management

Supervisory Responsibilities: 

  1. Supervise the Data Management department including Data Managers, Data Coordinators, and quality assurance staff

  2. Hire, train and coach supervisees

  3. Review and approve payroll

  4. Complete performance evaluations

Additional Responsibilities

  1. Attend agency and community meetings as directed by supervisor

  2. Additional tasks, project and responsibilities as assigned by supervisor

Knowledge, Skills, and Abilities Requirements

  • 5 years of experience in program evaluation, reporting, or data management 

  • 3 years of experience with data systems such as HMIS, Exym, and Lightning Step 

  • Bachelor’s degree in psychology, social work, public administration, human services, statistics, or other closely related field required; Master’s in Data Science, Statistics, Public Administration or related field preferred

  • Experience with quantitative and qualitative analysis, data systems and data visualization preferred

  • Knowledge of California’s Confidentiality of Medical Information Act (CMIA), Health Insurance Portability & Accountability Act (HIPAA) and Americans with Disabilities Act (ADA) standards preferred

  • Should possess strong analysis abilities, creative thinking, problem solving and project management skills

  • Proficient in Microsoft Programs (Word, Excel, Access, PowerPoint)

  • Must have strong written and verbal communication skills, including customer service focus in working with all internal organizational levels and external contacts

  • Must be highly collaborative within a team environment 

  • Exceptional organizational skills and detail-oriented to ensure data accuracy

  • Ability to proficiently operate a PC, MAC, fax, and telephone

  • Prolonged periods of sitting at a desk and working on a computer 

  • Ability to walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis

  • Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead

  • Occasionally lift and/or move, push and pull up to 25 pounds

  • This position requires travel to multiple locations. Travel percentage: 25%

Be periodically subjected to outside environmental conditions. Employee may work in proximity to service animals and emotional support animals; Use a desktop and/or laptop computer; copy, postage, and fax machines. Complete all required forms in personal writing.

Work Environment:

The employee may be in contact with individuals and families in crisis who may be ill, using alcohol and drugs, and who may not be attentive to basic personal hygiene, health and safety practices. The employee may experience a number of unpleasant sensory demands associated with the clients use of alcohol and drugs, and lack of personal hygiene. The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations. The noise level in the work environment is usually moderate in an office setting. Sometimes work may become stressful when working under pressure.
