Homeless Youth Connection is Hiring a Transitional Living Program Manager Near Phoenix, AZ

Summary of Job Activities:

This position is responsible for the provision and oversite of services in the Hatcher Transitional Living Program. Primary responsibilities include the oversight of the safety, health, and well-being of all residents; ensuring that the program is operating efficiently and effectively; and that each site is properly equipped, maintained, and staffed.

Principal Duties

Youth Services:

  • Ensure that the program and staff are maintaining fidelity to the best practices of Motivational Interviewing, client-centered services, Trauma Informed care, and Positive Youth Development.
  • Provide on-going evaluation of census, general operations, and program activities, reporting weekly to Director of Youth Services. Assist in making necessary adjustments to ensure operations are efficient and effective.
  • Ensure facility operations are in good working order and meet safety standards. Monitor repairs and improvements. Complete and track work orders.
  • Ensure that Resident Assistants are aware of the unique needs of each youth and young adult, meaningfully contribute to the implementation of their plans for the future, and work collaboratively and respectfully with liaisons and other service providers to keep youth and young adults safe while learning skills for independent living.
  • Assist the Director of Youth Services in designing and implementing in-service training plans for direct care staff working in the residential programs.
  • Ensure that regular room checks are completed by Resident Assistants and that all rooms (including community spaces) are clean and sanitary.
  • Monitor food inventory at Hatcher, plan weekly well-balanced meals, order food within budget and dietary guidelines, and post weekly meal menus. Ensure food security for all residents.
  • Serve as the point person for food purchases for Hatcher TLP.
  • In collaboration with the Director of Youth Services, set clear programmatic expectations and guidelines, document them in writing, and make them available to program participants.
  • Work with the Director of Youth Services to ensure that all relevant programmatic requirements of funding sources are met regarding client outcomes, life skills training, client supportive services and transportation.
  • Assist in promoting a data driven and outcomes-based culture within the HYC shelter programs. Oversee and monitor the tracking, collecting, and reporting of data input required for each staff position under the Housing Manager’s Supervision.
  • Communicate regularly with the Director of Youth Services during weekly strategy meetings and as needed regarding situations that could be problematic or result in liability to the agency.
  • Actively pursue continuous professional development to promote excellence. Take action to stay current in relevant content areas, further develop leadership expertise, network and collaborate with community leaders.
  • Monitor and direct adherence to HYC’s policy and procedures within each program’s service standard requirements.
  • Share responsibilities for “on call” emergencies for Hatcher, the Host Home.
  • Act on behalf of the Director of Youth Services upon request.
  • Ensure that work force development programming is available to young adults at the Hatcher TLP.

Personnel Management:

  • Assist the Director of Youth Services in hiring staff who aligns with HYC's values and mission.
  • Provide support, direction, and weekly supervision to the Resident Assistants and Youth Coaches for the HYC shelter programs. Work collaboratively with them to create and implement professional development plans as part of their annual review. Maintain documentation of supervision meetings.
  • Supervise staff including direction of work, training, appraisal of productivity and efficiency, delivery of feedback and coaching, and disciplinary action, if required.
  • Maintain scheduling of Resident Assistants to provide operational and programmatic support as indicated at each residential program.
  • Ensure all salaried and hourly timesheets are accurate/complete and submitted on time.

Community Relations:

  • Initiate, foster, and maintain relationships with community partners and schools in order to enhance services to residential participants.
  • Communicate frequently with the Program Managers and the Youth Coach team regarding care coordination, programmatic progress, behavioral concerns, and any observations of daily living that may be helpful.

Related Duties

  • Understands reporting laws of the State of Arizona; abides by rules and confidentiality; practices social services standards of ethics

Education, Training, and Experience

Required

  • Bachelor’s Degree (MA preferred) in social services or a related field and a minimum of 4 years progressively responsible related work experience in social services
  • Supervisory experience

· Excellent communication skills (both interpersonal and written).

  • Reliable personal transportation with current registration and insurance coverage
  • Two years of experience working with transition-age youth, preferably in a residential setting

Preferred

  • Experience working with the homeless or impoverished; general knowledge of poverty related social issues and government services
  • Two years of supervisory experience
  • Bilingual in English and Spanish

Working Conditions

  • 40 hours per week – schedule to flex based on program need; 5-day workweek to be determined by COO and/or Director of Youth Services
  • Position involves In-office with occasional field work
  • Participates in unloading and distributing in-kind donations
  • Willingness and ability to adapt to flexible hours and emergency situations

Job Type: Full-time

Pay: $57,000.00 - $62,000.00 per year
