Job Overview
This position performs supervisory duties in non-licensed engineering related work involving the investigation, evaluation, assessment, asset management, planning, writing reports, coordinating work, or inspection of public infrastructure and systems. This position works under the supervision of a licensed Professional Engineer. Project management responsibility involves infrastructure projects.

Duties and Responsibilities
Note: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.
  • Respond to resident questions/calls and provides immediate assistance, and/or provide steps and timeframes that will be taken to resolve questions/concerns. Assist the Project Manager with written responses to customer resolutions and service request cases.
  • Prepare public outreach and attend public meetings prior to beginning construction projects, when required. Always be available to answer resident questions or concerns.
  • Assign field staff and/or consultant inspectors to always ensure proper coverage of projects. Oversee inspectors on projects to ensure compliance with contract documents. Perform quality assurance inspections monthly, checking inspection activities by employees.
  • Review various reports, including inspection reports, Maintenance of Traffic reports, Erosion Control compliance reports in accordance with the NPDES requirements and construction daily reports. Review monthly as-built/red line drawings and final as-built drawings from Contractors for completeness.
  • Develop material testing plan for each project. Ensure material testing is completed and documented in accordance with Specifications and Contract Documents. Ensure the material testing performed by a testing lab for the County is scheduled and track all the material testing performed on the project for compliance with the specifications. Ensure failing material tests are resolved in accordance with Specifications and Contract Documents.
  • Review and ensure completed unit measurements for pay items are in accordance with contract documents and specifications. Oversee the record of measurements throughout project and submit at the end of the project as part of the final records. Ensure inspection staff reviews pay item measurements with the contractor on a weekly basis and reviews the monthly quantities with the contractor within 3 days of monthly cut-off date.
  • Assist with review and negotiating cost estimates/proposals from Contractors. Assist with preparation of Project Closeout / Transfer Packages within one week of approved final payments from Contractors.
  • Perform warranty inspections and provide daily inspection report of warranty inspection.
  • Create training environment for County employees. Identify training and course needs for employees. Attend Erosion Control training at least once per year. Maintain or obtain the Maintenance of Traffic training/certification. Maintain or obtain CPR training provided by the County. Complete FDOT computer-based training.
  • Performs other duties as required.
Job Specifications
  • Knowledge of engineering principles and practices for assigned functional area.
  • Knowledge of engineering design criteria, standards, and applicable permit requirements.
  • Knowledge of construction standards, methods, materials, and inspection techniques.
  • Knowledge of field testing, sampling, and investigative techniques, and procedures.
  • Knowledge of applicable federal, state, and local laws, ordinances, regulations, and policies.
  • Knowledge of testing and monitoring devices and techniques.
  • Knowledge of environmental regulations and requirements.
  • Knowledge of health and safety standards and procedures.
  • Knowledge of project management theory, techniques, and tools.
  • Ability to manage, train, schedule, assign, monitor, review, and evaluate assigned staff.
  • Ability to organize, analyze, interpret, and evaluate engineering problems and provide practical, cost-effective solutions.
Physical Requirements
  • Work is performed in the office and construction sites
  • Requires frequent standing, sitting, walking, and stooping.
Work Category
Light work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.
Minimum Qualifications Required
  • Bachelor's degree from an accredited college or university with major in Engineering Bachelor's degree from an accredited college or university with a major in an Engineering-related field; AND
  • Fifteen years of demonstrated experience the planning, assessment, design, construction, inspection of public infrastructure projects, or modeling of water, wastewater, storm water or traffic systems; OR
  • An equivalent combination of education (not less than possession of a High School diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above; AND
  • Possession of a valid Florida Driver's License.
Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
