The Substance Use Services Program Manager is responsible for developing, implementing, and monitoring services and provides supervision and clinical oversight to the Hill Country MHDD Centers outpatient Substance Use Disorder Services (SUD) and Co-occurring Psychiatric and Substance Use Disorder Services (COPSD).

Services are targeted to deter the need for crisis that result in emergency placement in Medical or Behavioral Health Facilities or in the Court and Jail system. Services will be provided according to the CCBHC and Texas Health and Human Services Substance Use Disorder Program Guide. Reporting to the Director of Clinical Services, the Substance Use Services Program Manager will be responsible for the operational success of COPSD/SUD services ensuring seamless team management and development, program delivery, and quality control and evaluation. In this role, the Program Manager will manage/supervise a staff that includes full-time and part-time employees. The Program Manager will be the key external face of Hill Country MHDD Centers substance use Services in the community. In addition to administrative duties, Program Manager will provide clinical services to adults and adolescents in an outpatient substance abuse setting. Other responsibilities include: case management, information and referral, assessment, group work, individual and family counseling, consultation, education and other assistance requiring advanced skills based on professional training. This position will require performing drug testing, meeting with referral sources and providing timely documentation and reports. Must be able to address both psychiatric and substance use disorders simultaneously by treatment and referral. Must have knowledge of current DSM diagnostic criteria for psychiatric and substance use disorders and the relationship between both. Position also requires a basic knowledge of pharmacology and an understanding of the neurophysiology of addiction. Requires knowledge of interpersonal and family dynamics and their impact on the individual. You will get to:

Leadership:

  • Cultivate existing relationships with partners with the goal of ensuring sufficient space, resources, and access to services.
  • Develop and implement strategies that will maximize the synergies among program areas
  • Develop strategies for integration into currently existing systems.
  • Interfaces with referral sources providing information and status reports as required by referring agency/programs.
  • Represent HCMHDDC outpatient treatment services in learning opportunities as needed.
  • React to change productively and handle other tasks as assigned.

Team Management and Development:

  • Provide professional leadership in organizing, administering, supervising, and evaluating the effective delivery of all SUD/COPSD services
  • Develop and implement a system to evaluate the skill, experience and professional development needs of all staff
  • Work with staff to develop objective performance measurements across all sites, to ensure consistent, high-quality evaluation, and goal setting for all parts of the program
  • Instill a sense of accountability among team members by modeling tight oversight of individual and organizational performance standards
  • Monitors results of treatment and reviews cases for further evaluation, for continuous quality improvement(CQI)
  • Recruit, hire and oversee training and orientation of all program staff.
  • Develop an atmosphere of respect, interest and enthusiasm in the services provided
  • Recognize and encourage outstanding performance by persons within the program
  • Conducts regular staff meetings
  • Inform proper authority when attendance issues are present or non-compliance is evidenced

Program Operational Management:

  • Establish consistent, objective program performance standards of accountability for program content and delivery standards
  • Attends and participates in weekly/monthly staff meetings as required
  • Maintains data tracking systems in an organized manner to comply with reporting and auditing requests in a timely fashion
  • Maintains a knowledge of new developments in the field of substance abuse and dual diagnosis
  • Facilitate and co-facilitate outreach and educational presentations, as required to expand and sustain the program in the community
  • Prepare and review reports
  • Support the Director of Clinical Services in the development and administration of the annual SUD/COPSD budget
  • Maintain a knowledge of metric goals, and general CCBHC, TAC, and Regulatory requirements

Work Behaviors:

  • Maintains comprehensive clinical documentation that meets or exceeds Dept. of State Health standards, and Texas Health and Human Services Commission standards
  • Utilizes Collaborative Documentation and 95% of all documentation entered within 24 hours
  • Person Centered Recovery Planning/Treatment Plan is developed in collaboration with the treatment team/individual/family served and any other person or provider requested by the individual /family within 10 days of admission
  • Develop discharge plans, track referrals, and provide follow-up on individuals who are released from the program
  • Comply with HIPPA and PHI to ensure confidentiality of all client information
  • Comply with all HCMHDDC policies, and procedures

Qualifications


You’ll definitely need:

Education: 

  • Required -Masters degree from an accredited college or university with a major in business administration, social, behavioral or human services field including psychology, social work, counseling, education, human development, rehabilitation, educational psychology, or social work.

Experience:

  • Required Licenses -

    Licensed Chemical Dependency Counselor (LCDC)

    Plus

    Licensed Professional Counselor, Licensed Marriage & Family Therapist, or Licensed Clinical Social Worker

Experience Requirements:

  • Two years experience working in the behavioral health field
  • Experience delivering Supportive Housing Services
  • Experience working with community agencies
