Summary
HII-Mission Technologies is currently seeking a GEOINT Knowledge Manager (KM) to support our Hawaii based team and USARPAC customer! At HII-Mission Technologies, a GEOINT KM professional will implement and maintain smooth operation and physical design of databases. This role will conduct performance tuning of indexes and databases, review database design and integration of systems, provide backup recovery, and make recommendations regarding enhancements and/or improvements. This role will continue to maintain security and integrity controls, which will also include formulating policies, procedures/standards relating to database management, and monitoring transaction activity and utilization.

What you will do
  • Assist the PED Operations Director in designing and developing geospatial solutions and workflow efficiencies to an enterprise system. The role will work closely with Data Scientists, GEOINT analysts, and Requirements Manager to define standards and practices, leverage common infrastructure for data integration, establish the processes for data curation, advanced analytics procedures and security practices
  • Provide SharePoint Front-End portal support across three networks (NIPR, SIPR, JWICS), to include:
    • Content Management on searchable web-based portals
    • Setup, operate, populate, and facilitate content management on the SharePoint portal.
    • Assist in developing and maintaining shared knowledge spaces such as SharePoint on unclassified and classified network portals. Identifying new ways to improve processes within the PED center.
    • Provide local, indigenous database management and assistance in managing the information associated with Knowledge Management (KM) process improvements.
  • Utilize KM best practices to improve and maximize PED Center staff coordination processes and support the USARPAC and USINDOPACOM KM program
  • Study, evaluate, and recommend exercie events for KM flow, efficiency, and effectiveness and provide an After-Action Report (AAR). Propose Tactics, Techniques, and Procedures (TTP) changes
  • Measure user satisfaction via online portal surveys
  • Determine and document solutions designs, including development tasks necessary to address applicable requirements as well as estimated Level of Effort (LOE) to deliver a proposed solution
  • Actively monitor and maintain intelligence requirements and products and repository sites on various networks to include, but not limited to, Sharepoint, Confluence, and IntelBooks
  • Coordinate with USARPAC Knowledge Management Team, All-Source control Element (ACE), Theater Fires Element (TFE), USARPAC, MACOM and Government Agency Knowledge Managers to improve intelligence processes and sharing across the Intelligence Community
  • Gather requirements for information technology tools to support specific organizational requirements and tasks
  • Participate in command-wide KM Working Groups (KMWGs). Support the dissemination and communication of TTPs to PED Center staff, planners and KM Representatives, Site Owners, and records custodians
  • Directs and/or works within a set of interdependent tasks to meet defined government information service objectives that further the PED's mission
  • Prepares recommendations for information management by obtaining information, defining problems, identifying relationships, developing networks and coalitions to accomplish goals
  • Monitors the effectiveness of information projects by compiling resource usage statistics and identifying and analyzing trends
  • Provides input to Measure of Performance (MOP) and Measure of Effectiveness (MOE) to the Requirements Manager, PED Leadership, and USARPAC Staff
  • Other duties as assignedWhat we are looking for
    • 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience
    • Strong interpersonal, verbal, and written communication skills
    • Ability to set individual/team priorities and plan to complete tasks and organizational objectives
    • Ability to work both independently and in a team environment
    • Knowledge of data management best practices, processes, tools, standards, and methodologies
    • Knowledge of the development and management required for ETL, ELT, REST, and SOAP implementations
    • Experience in at least one major foundational languages, such as SQL, Python, R, C#.NET, Java, or JavaScript
    • Development experience with RDBMS (Microsoft SQL Server)
    • Valid US Passport
    • Clearance: Must possess and maintain a TS/SCI clearance
    Bonus points for...
    • 2 years of experience designing and implementing enterprise integration and/or ETL solutions
    • Experience with commercial solutions used for API management
    • Working knowledge of core business platforms (SAP, Salesforce, Adobe, Microsoft)
    • Knowledge of data structures, data warehousing, data visualization, statistics, and analytic models
    • Ability to analyze and document complex business processes and project details
    • Development experience with non-relational databases (MongoDB, Graph, Hadoop, S3 storage)
    • Experience with MuleSoft, LogicApps, and SSIS Overview
    • 2 years of experience supporting USARPAC as a GEOINT Analyst
    • 4 years of experience supporting USINDOPACOM as a GEOINT Analyst
    Physical Requirements
    Job performance will normally require only minor lifting and carrying of boxes of records or equipment.
