The Higher Education Coordinating Commission (HECC) has a new and exciting career opportunity as an Administrative Specialist 2 in theOffice of Student Access & Completion (OSAC). This position is a Full-Time, Permanent, SEIU-represented position. This position requires fluent Spanish bilingual skills (read, write, and speak)
This position is headquartered at HECC’s Salem Office. Currently, OSAC has a 2-day minimum in office for most positions, which is subject to change to meet position and operational needs. There may be additional in-office expectations during the training period; the details of the work schedule will be finalized with your supervisor. The successful candidate may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely.

What You Will Be Doing
Assist in the administration of the Oregon Promise Program, the Oregon Student Aid Application, FAFSA Plus , as well as other public grant programs administered through OSAC. This position requires a comprehensive knowledge of all OSAC grant programs and will respond to phone and email inquiries, explain programs and solve problems for both internal and external customers. This position researches, analyzes, and interprets rules, policies, procedures and laws regarding OSAC grant programs.
Duties Include
  • Responsible for review of OPG applications, including determining eligibility and, when necessary, work with applicants to gain compliance, through negotiation, with Oregon laws, rules and policies.
  • Responsible for review and processing of ORSAA documents, including revision, if necessary, of key data elements required for OOG and OPG eligibility.
  • Provide assistance to OPG applicants and ORSAA filers through interpretation of laws, rules and regulations on eligibility awarding, and disbursement of funds for grants and scholarships administered by OSAC.
  • Provide assistance to Public Grant applicants through interpretation of laws, rules and regulations on eligibility, awarding, and disbursement of grant funds.
  • Create, develop and deliver training on Public Grant programs to students, high school administrative staff, Oregon community colleges and Oregon public universities.
  • Provide support, and solutions for routine and non-routine situations related to public grants and the FAFSA Plus program.
  • Participates in outreach events and activities.

  • This position requires statewide and occasional out-of-state travel; some weekend duty, occasional evening meetings; and work weeks that extend beyond 40 hours.
  • This position is required to either possess and maintain a valid driver's license by the state of residence or provide an acceptable mode of alternative transportation, in order to travel to required training and meetings. Additionally, in state and occasional out of state travel may be required for mandatory training and meetings.

  • Experience performing technical or administrative support functions requiring independent. judgment, decision making and problem resolution.
  • Be proficient with Microsoft Office, Outlook, Word, Access, and Excel.

Minimum Qualifications (Required Skills)
Two years of secretarial or basic administrative support experience that includes records processing, generating documents, and gathering and sorting data;
OR -
An associate degree in general office occupations and one year of experience with records processing, generating documents, and gathering and sorting data;
OR -
An equivalent combination of education and experience.
SPECIAL QUALIFICATIONS REQUIRED AT TIME OF HIRE:
This position requires fluent Spanish bilingual skills (read, write, and speak)

The Fine Print
Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
