Description
Lead the development of key acquisition, training, and other programmatic documents for a Navy system.
Acquisition Support
• Execute DoD 5000.02 Software Acquisition Pathway requirements to facilitate rapid and iterative delivery of software capability (e.g., software-intensive systems and/or software-intensive components or sub-systems) to the user.
• Prepare and/or coordinate the preparation of DoD 5000.02 acquisition program documents including: Acquisition Decision Memorandum (ADM), Capability Needs Statement (CNS), Acquisition Strategy, Cybersecurity Strategy, Product Support Strategy, Information Support Plan (ISP), Program Cost Estimate (PCE), Clinger Cohen Act (CCA), Integrated Logistics Support Plan (ILSP), Systems Engineering Management Plan, Systems Implementation Plan, Test and Evaluation Master Plan.
Training Support
• Develop required training documentation and plans to support the capability’s transition to a Navy acquisition program to include training strategies, training plans, training procedures, and other required training documentation to include development and maintenance of curriculum/training courses for installation
• Coordinate the development of Navy Training Systems Plan (NTSP) and Training System Installation Plan (TSIP)
• Serve as a Subject Matter Expert (SME) for resident and non-resident training learning options and instructional delivery modes, including distance learning and/or participate in planning, developing and/or evaluating, and revising the curriculum.
• May lead small teams in the conduct of training instruction and training development work, providing guidance for projects, and participating in panel discussions.

• Experience in DoD acquisition life-cycle planning, including acquisition pathway analysis, milestone documentation analysis, and acquisition documentation coordination
• Acquisition expertise regarding all statutory, regulatory, and policy updates impacting each project's success
• Knowledge of DoD acquisition regulations and the adaptive acquisition framework (DoD 5000 series)
• Knowledge of the Federal Acquisition Regulation (FAR)
• Ability to take a proactive approach in communicating with internal and external stakeholders to develop programmatic and technical documentation
• Active secret clearance
Salary at Highbury Defense is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $100,000-120,000. The estimate displayed represents the typical salary range for this position and is just one component of Highbury Defense’s total compensation package for employees.
