Duties

As a Supervisory Contract Specialist (Direct Hire), you will :

  • Serve as a Section Leader in a Branch in the Office of Acquisition Services (OAS) within the Office of Financial Resources (OFR) in the Office of the Chief Operating Officer (OCOO), Centers for Disease Control and Prevention / Agency for Toxic Substances and Disease Registry (CDC / ATSDR)
  • Represent CDC / ATSDR in all phases of acquisition activity
  • Represent CDC / ATSDR with legal professionals (both private and government) regarding contractor problems or to seek legal opinions for new laws, regulations, and policies
  • Direct the full range of contract administration actions required for the Section's acquisition program, including the issuance of contract modifications, negotiation of changes, exercise of options, investigation and resolution of contractor performance problems, appraisal of contractor performance, disposition of claims and similar matters through final audit, terminations, close-out and retirement
  • Attend meetings and conferences with top ranking officials of CDC / ATSDR, Department of Health and Human Services (DHHS), other governmental agencies, professional organizations (both profit and non-profit), and those called for by the staff
  • Prepare and / or direct / approve briefing papers / packages for top officials at CDC / ATSDR, Public Health Service (PHS), HHS etc.
  • Perform the administrative and personnel management functions relative to staff supervised

Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ :

This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring.

If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.

Qualifications

Basic Qualification :

A . Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions.

At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields : accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions : Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.

This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.

However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.

Minimum Qualification :

Applicants must have at least one year of specialized experience at or equivalent to the GS-13 in the Federal service as defined in the next paragraph.

  • Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience providing leadership and direction to a staff in the area of contracting and acquisitions;
  • analyzing and evaluating contract matters; initiating, developing and recommending contracting policies, procedures, guidance and control of contracting activities;

and providing various support services including workforce planning and training, as well as acquisitions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.

g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION :

FAC-C (Professional)

  • Current workforce members - Effective February 1, 2023, current workforce members certified at Levels I, II, III will automatically be certified in the FAC-C (Professional).
  • New Federal employees - FAC-C (Professional) requirements shall be followed which includes 12 months of full-time experience applying a representative sample of technical contracting competencies.
