HHDC, a multi-state leader with a national reputation in quality affordable housing and community development is seeking an experienced Property Manager for a public housing scattered sites portfolio. The manager responsibilities include collecting rent, leasing, addressing tenant issues and enforcing leases in accordance with HUD and Chicago Housing Authority regulations, policies and procedures. Supervises staff and builds a cohesive team to achieve the property’s goals and objectives. The Property Manager will be expected to complete all management duties in a professional and timely manner and maintain the property to the highest industry standards. 

ESSENTIAL JOB FUNCTIONS include the following.

  • Is responsible for working with the Facilities Manager to ensure all maintenance work orders and required inspections are performed.
  • In conjunction with the Facilities Manager, approves “make-ready” status of vacant apartments.
  • Implements and oversees compliance with all regulatory agency policies and The Chicago Housing Authority ACOP Policies and Procedures (i.e. Fair Housing and Occupancy compliance).
  • Supervises all aspects of marketing and leasing.
  • Attends to the needs of residents, potential residents, and associates utilizing skills in customer service to ensure that both the internal and external customers are treated with respect, have their concerns properly addressed in a timely manner, and are given proper information regarding policies, procedures, and practices.
  • Overall staff supervision and management including hiring, training, performance evaluations and recommend personnel actions such as promotions, transfers, and dismissals.
  • Maximize income, control expenditures and maintain financial objectives to meet pre-determined budgetary goals.
  • Establishes networks with community services and responds to inquiries or complaints.
  • Acts as a liaison and advocate on behalf of the residents to public and private agencies.
  • Prepares and submits monthly reports to Company and regulatory agencies on a timely basis.
  • Prepares payroll information and submits to Property Supervisor bi-monthly.
  • Ensures all resident files are properly maintained to company and regulatory agency standards.
  • Other duties as assigned.

Mandatory Job Qualifications

  • College degree, preferably in Urban Development or a related field.
  • Excellent ability to communicate with others, both orally and through writing.
  • Bilingual (Spanish/English) helpful.
  • Must have/obtain HUD Certifications and IREM ARM designation.
  • 5 years property management experience in public housing and/or affordable housing required.
  • Computer literacy required; including working knowledge of MS Office Suite and property management software/systems preferred.
  • Highly organized, strong time management and supervisory skills required.
  • Vehicle, insurance and good driving record.
