ROLE: Operations Manager
SALARY: Commensurate with experience
JOB DESCRIPTION: We are seeking a highly-organized and detail-oriented Operations Manager to join our Environmental, Health and Safety (EHS) Department. The Operations Manager will play a crucial role in managing assets, contracts, data, and project management tools to ensure efficient and effective operations within the EHS division. The ideal candidate will possess strong data management skills, project management expertise, and the ability to build and maintain relationships with clients and team members.
DUTIES: Key responsibilities for the Operations Manager are associated with seven primary areas of responsibility, with respect to EHS Department operations.
Contract Management:
  • Thoroughly review and understand all contracts awarded to the EHS Division.
  • Develop requirement matrices for all contracts to track deliverables and date-sensitive deadlines.
  • Assist in the development of mobilization schedules, aligning the most qualified assets with client tasks.
  • Maintain or modify mobilization schedules as needed based on new requirements, client, and/or EHS issues.
Financial Management:
  • Assist with the management of project budgets.
  • Coordinate travel requirements to minimize costs.
  • Work with the team to create travel Standard Operating Procedures (SOPs) that reduce expenses.
  • Track and manage direct labor, reporting excessive time expenditures to the Project Manager.
  • Conduct trend analysis on completed work to assess man-hour allocations and pricing accuracy.
Project Management:
  • Track execution and deliverable production, making mid-course corrections as needed to keep projects on track.
  • Oversee and edit deliverables for grammar, formatting, and technical contractual accuracy.
  • Present final draft deliverables to the Project Manager for final technical review.
Client Relations:
  • Develop and maintain relationships with clients, including Contracting Officers, Technical Personnel, Teaming Partners, etc.
  • Assist in the development of compliant technical proposals in response to federal solicitations.
  • Write compliant technical proposals for Project Manager review.
Data Management:
  • Develop and maintain a technical library of deliverables, proposals, and resources.
  • Assist in developing data-sharing interfaces for clients, using platforms such as SharePoint or Google Drive.
  • Maintain current resumes for all team members, ensuring regular updates.
  • Perform forensic analysis on unsuccessful bids to improve technical responses and pricing.
Manpower Analysis:
  • Examine current work requirements and projected additional work to identify total annual manpower needs.
  • Identify available assets within the Environmental, Health, and Safety Division and calculate total available manpower.
  • Identify manpower shortfalls and collaborate with the Project Manager to onboard talented professionals.
Other Administrative and Operational Support:
  • Assist the Department of Labor (DOL) Project with planned trend analysis for all Centers and performance years.
  • Provide ongoing updates to DOL's written library of findings and performance tracking sheet.
  • Assist DOL PM with technical re-write of OSH Review report template.
  • Cross-train to perform private sector IH sample collection and assist with report preparation on an as needed/surge basis.
REQUIREMENTS:
  • Bachelor's degree in a relevant field (environmental science, safety management, or similar).
  • Proven experience in contract management, project management, and/or data management.
  • Excellent communication and interpersonal skills.
  • Analytical and problem-solving abilities.
  • Detail-oriented with exceptional organizational skills.
  • Ability to work independently and as part of a team.
  • Knowledge of environmental and safety regulations and compliance is a plus.
