Manager of Finance

POSITION SUMMARY
The Manager of Finance will play a critical role in ensuring the continued financial success
of Heritage Community Initiatives' highly regarded Education programs - our 4 Kids Early
Learning Center and HOST (Heritage Out of School Time). These programs provide
unparalleled access to education to more than 250 at-risk children through Early Head
Start, Head Start, Pre-K Counts, scholarships and child care subsidies representing
significant revenues - the financial oversight of which the exceptional professional in this
position will be responsible. In addition to financial contractual compliance, the Manager
of Finance - reporting directly to the Assistant Director of Finance - will also be responsible
for billing, collections, analysis of data and reconciliation of contractual and subsidy
revenues.

RESPONSIBILITIES

Responsible for all Heritage Education Program family billing, compliance and
communication (i.e., delinquent accounts, billing concerns, etc.).

• Process parent tuition statements, as well as distributing to families on a weekly

basis.

• Prepare and reconcile weekly reports on family account balances and compile AR

reports for the Assistant Director of Finance and the President/CEO.

• Responsible for communications to families (i.e., delinquent accounts and

billing concerns/collections).

• Ensure child and family information is entered accurately and on time in all systems

(i.e., ProCare Child Care Software, PA Pelican Provider Self-Service, etc.) and provide
reports as needed

• Reconcile monthly billing and reporting for contractual programs such as Early

Head Start, Head Start, Department of Human Services and Child Care Works.

• Provide and analyze reports and statistics to management for education-related

purposes, when requested.

• Process, review and award EITC scholarships for Pre-K and K-12 students.

• Responsible for ensuring education programs fee and billing compliance is accurate

and completed in a timely manner.

• Perform other duties as assigned.

QUALIFICATIONS AND SKILLS

• Bachelor’s Degree in Business Administration, Accounting, Finance or related field.

• Proficiency with Excel/MS Word and Windows environment.

• 1-3 years in accounting or finance experience.

• 1-3 years with billing and collection experience.
• Ability to be crossed trained in the finance department.
• Ability to operate within billing and accounts receivable systems, ProCare, and

Pelican Provider Self-Service, preferred.

• Current FBI, Child Abuse, National Sex Offender Registry (NSOR), and State Criminal

Background Clearances as well as applicable Out of State Clearances (State and Child
Abuse).

• Current health assessment and TB test.

• Ability to frequently lift or move weight as in lifting, carrying, or holding children

20 lbs.
