HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.
HJF is seeking a Program Manager III to provide research administrative program oversight to maximize the effective use of program resources to meet its mission. Oversees budget and accounting, space management, personnel management, overall management, contracts, and purchasing areas. Performs specific duties as a Grants and Contracts Analyst. Works on complex problems and identifies and evaluates solutions. 
This position will be in support of the Military Women’s Health Research Program. The Military Women’s Health research program’s (MWHRP) mission is to foster research that influences policy and guides best practices for the health care of Active-Duty Service Women (ADSW) and Veterans. The Military Women’s Health Research Program fosters aggregation and facilitates research that supports an operationally ready and deployable female force, improves accessibility and quality of healthcare that addresses the unique health needs of ADSW and veterans, and spans the life course of ADSW as they transition from military service to Department of Veterans Affairs (VA) care.

Note: This site requires that the incumbent has lived in the US for three out of the past five years. 

Responsibilities
  • Oversees the strategic implementation of grant awards as a Grants and Contracts Analyst.
  • Initiates cooperative agreements via federal entities.
  • Ensures compliance with all contract requirements, schedules, and provisions.
  • Supervises other program managers and program staff.
  • Provides guidance, assigns and reviews work, and conducts performance evaluations.
  • Contributes to Program strategic planning. 
  • Works with project stakeholders to ensure detailed business and technical requirements are defined to ensure success in the program. 
  • Develops and manages program plans from inception to deployment, applying project management methodology and enforcing best practice standards.
  • Analyzes costs and pricing data submitted by the contract centers to verify and substantiate direct and indirect costs. 
  • Prepares requests for contract actions and proposals.
  • Initiates and monitors program actions including budgets, purchasing, and hiring activities.
  • Interacts with project stakeholders by facilitating information flow as a liaison between research staff, Principal Investigators, project sponsors, research administrators and HJF Program Management in the administration of agreements, contracts and research compliance.
  • Applies expertise in establishing more complex standard operating procedures and leading improvements.
  • Responds to complex requests and escalated complaints.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for the role.
  • Includes budgetary responsibility to include plan/forecast, prepare, approve, monitor.
Required Knowledge, Skills and Abilities
  • Knowledge of organizational objectives, the federal budget process, office automation.
  • Ability to work completely independently, use sound judgment in solving problems, and coordinate many complex systems and programs simultaneously.
  • Knowledge of project management principles, and good communications, customer/client relationship skills and people management experience.
Supervisory Responsibilities
  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.
Physical Capabilities 
  • Lifting: Requires lifting materials up to 10 lbs.

Qualifications

  • This position will take place primarily in a office setting.
Education and Experience
  • Bachelor's degree required; Master’s degree preferred. Business Administration or Life Sciences field of study preferred.
  • Minimum of 9-10 years experience required.
Licenses and Certifications
  • Project Management Professional (PMP) preferred.
