Hemphill County Hospital is Hiring an EMS Shift Commander Near CANADIAN, TX

Job Summary: Under the direction of the EMS Director, the EMS Shift Commander oversees the daily operations and management of an assigned shift within the emergency medical services (EMS) department. This role is responsible for ensuring the efficient delivery of emergency medical services, managing personnel, and coordinating with other response agencies.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the position if the work is similar, related, or a logical assignment for this position. Other duties may be required and assigned.

Essential Duties and Responsibilities:

*24 Hour Shift Commander- Hemphill A or B Shift* 
1. Ensures system wide service delivery of prompt, effective, and professional emergency services through proper scheduling and staffing of personnel and by proper allocation of related resources.

2. Responds to major incidents, emergency medical services, rescue incidents and other emergency service calls; operates in an incident command structure (may assume command and general staff positions as needed). Serves as a staff duty officer on a rotational basis.
3. Communicates performance expectations, evaluates performance in a timely manner. Provides feedback and guidance to employees by recommending training and education, administering corrective action, coaching, and counseling team members. Addresses employee personal/performance issues, conflict management, and participates in grievance process.
4. Assists in the development, administration, and monitoring of department budget, including providing background information and data interpretation. Prepares and reviews forms, reports, schedules, and other administrative documents in order to brief the EMS Director routinely on departmental matters.
5. Receives and interprets daily logs, emails, telephone calls and in-person requests related to system operations needs and/or vehicle, station, and equipment repairs.
6. Evaluates, develops, and prioritizes tasks for accomplishment during the work shift. Collaborates with staff to implement the necessary changes to support the needs of the EMS system involving staffing, deployment, special operations, and personnel.
7. Establishes expectations and clear directions to meet goals and objectives of the EMS System with assigned employees. Motivates and engages these employees through effective communication.
8. Interprets and enforces department policies, protocols, and work standards. Evaluates employee performance through direct observation and review of clinical and operational performance reports in accordance with established policies, procedures, protocols, and expectations.
9. Completes employee evaluations. Develops employee goals, then assists with the implementation and achievement of said goals and expectations. Recognizes and evaluates skills of potential and existing employees, as well as identify how to acquire and/or further develop those skills.
10. Provides necessary progressive discipline, including coaching and formal measures. Coordinates investigations and acts as a mediator. Plans and conducts effective meetings related to employee performance.
11. Reacts to situations quickly and adapts to various scenarios. Solves problems and multi-tasks in ever changing and sometimes distracting environments. Communicates in a respectful manner during routine to significantly stressful situations through written, oral and or visual means, with all individuals and groups of individuals, regardless of their age, gender, educational level, socioeconomic status, etc.
12. Assumes command of a scene and effectively operates within and with a full understanding of an Incident Command System. Directs the work of others in a collaborative and cooperative manner.
13. Operates an emergency vehicle in a safe and responsible manner in emergency mode (lights and sirens) and in non-emergency mode during all hours of the day and night, in all types of traffic and weather conditions.
14. Works effectively as both an individual and as a leader.
15. Directs investigations and prepares reports for work-related accident, such as vehicle accidents, employee injuries, and injuries to patients.
16. Maintains confidentiality and protects sensitive data at all times, in accordance with HIPAA laws, organization and department policies and procedures.
17. Functions effectively in a physically demanding environment, requiring strength, flexibility and endurance. Wears personal protective equipment such as respiratory protection, helmets, and other equipment, situationally dependent.
18. Participates in continuous medical education, clinical quality improvement, and other departmental programs, goals and objectives as directed by the Director of EMS.
19. Completes quality assurance, data entry, and reviews patient care reports for compliance with protocols, completeness, and accuracy.
20. Participates in required meetings and training.
21. Participates in various department committees regarding protocols, equipment, vehicles, uniforms, etc.

Other Requirements:30. Maintains confidentiality of sensitive information.
31. Attends training and meetings as requested by supervisor or designee.
32. Documents work processes as required by HCHD policies
33. Completes payroll information for the assigned shift.
34. Performs other duties as assigned as supervisor or designee.

Additional Job Functions22. Works on ambulance as needed when minimum system staffing is not met.
23. Performs data entry functions by keying information into a computer system; designs and develops new databases as appropriate.
24. Reviews and approves community programs or events such as offering free blood pressure readings, educating children and the public on the 911 emergency system, helmets, medical emergency procedures, and Cardiopulmonary Resuscitation (CPR); makes presentations.
25. Answers the telephone; provides information, guidance and assistance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
26. Operates an assigned motor vehicle; maintains cleanliness of and fuels vehicle; checks tire inflation and fluid levels; requests or schedules service and/or repairs as needed.
27. Substitutes for co-workers during their temporary absence; provides guidance, training, and/or assistance to other department personnel.
28. Knowledgeable of FCC regulations governing radio communications.
29. Performs other related duties as required.

In the event of a declared state of emergency, employees in this position may be called to work during days or hours other than those for which they are regularly scheduled.

ALL DUTIES AND REQUIREMENTS MUST BE PERFORMED CONSISTENT WITH THE HCHD PERFORMANCE STANDARDS

Requirements:

  • High School Diploma or GED equivalent.
  • Current State of Texas Paramedic certification.
  • Associate degree or equivalent college hours required within 1 year; Bachelor’s degree preferred.
  • Minimum five years of experience as a paramedic.
  • BLS, ACLS, PALS certifications required;
  • Incident Safety Officer (NFA) certification should be completed within first year of employment.
  • Valid driver's license and clean driving record.
  • Completion of ICS 100, 200, 300, 400, 700, 800 trainings required.
  • Consistent availability to work 24-hour shifts and be on call.
  • Excellent organizational and interpersonal communication skills.

Physical Demands:

The physical demands outlined herein are indicative of those necessary for an employee to effectively carry out the core duties of this position. This role necessitates substantial physical strength, agility, and the capability to operate proficiently in challenging environments, often with exposure to multiple safety hazards commonly encountered in emergency scenarios. Additional physical and mental prerequisites are detailed in the job description and will be carefully reviewed and acknowledged before commencement of employment in this capacity.

  • Must be able to perform physically demanding tasks, including lifting over 100lbs frequently and carrying patients and equipment over 50lbs frequently.
  • Ability to stand, walk, bend, stoop, climb, reach, push, pull, and handle/grasp frequently or continuously.
  • Exposure to various hazards including dust, fumes, fire, adverse weather conditions, and chemicals.
  • Exposure to various weather conditions.
  • Mental resilience to handle stressful situations and maintain composure.
  • Must maintain balance and strength in awkward positions and communicate clearly under pressure.
