PROGRAM SPECIALIST – SPECIAL EDUCATION

BRIEF DESCRIPTION:

The program specialist, under the direction of the Director of Special Education, will provide
consultative, support and advisory services to teachers, parents, administrators, and staff in the implementation,
development and operation of programs for special education students from Preschool through adult education. The
program specialist will be knowledgeable in special education curricula, procedures and law, including eligibility criteria
and the identification, placement and review process. The program specialist will also be familiar with K-12 curriculum,
state frameworks, staff development, and behavior interventions.

ESSENTIAL DUTIES & RESPONSIBILITIES
• Coordinates Child Find efforts of the school district
• Prepares necessary reports to ensure program compliance
• Oversees Individual Education Plans ensuring the provision of Free and Appropriate Public Education (FAPE), state and federal compliance, and accurate data submission.
• Plans programs, coordinates curricular resources, and evaluates effectiveness of programs for individuals with exceptional needs.
• Trains and supervises the performance of assigned classified and certificated staff.
• Supervises the assignment and scheduling of aides, working in collaboration with the site principal
• Meets regularly with program and school site staff to ensure program quality and compliance.
• Takes necessary steps to ensure District compliance with laws, education codes, rules and regulations.
• Monitors the Special Education Information System (SEIS) to ensure special education timelines are being met.
• May support with monitoring budget and program plans for compliance with state and federal regulations.
• As needed, conduct demonstration lessons to ensure that all teachers have been trained to an advanced level of delivery and are using the instructional materials as designed.
• Provides on-site professional development to ensure that teachers are knowledgeable about program components and understand the instructional design of Hemet Unified Special Education programs.
• Conducts classroom visits and provides “next-step” support for all teachers.
• Serves as a resource in identifying appropriate instructional strategies and interventions to improve achievement for all students, including but not limited to Related Services Independence Assistance (RSIA) assessments.
• Assist teachers in preparation and pacing for instruction.
• Participates in district leadership opportunities (ex. AP Academy).
• Meet regularly with principals and district staff to review assessment data and to assess the outcomes of goals established by grade level teams and departments.

• Prepare forms, records, and reports as directed.
• Attends meetings and training as directed.
• Performs other related duties as assigned.

EMPLOYMENT STANDARDS
Knowledge of:
• Laws, principles, methods, techniques, strategies, and trends in special education
• Specialized academic instructional programs beneficial to students with learning needs
• Applicable sections of the State Education Code, Board and District policies, procedures and regulations
• Applicable and appropriate special education and achievement assessment instruments, techniques, and
procedures.
• Educational expectations based on the California Content Standards.
• Current research methodologies, interventions and treatment.
Ability to:
• Provide leadership to assigned staff members and families.
• Understand the interdependent relationship between home and school.
• Assist staff how to manage student behavior and guide students toward more acceptable social behaviors.
• Utilize a variety of instructional materials and procedures to enhance a positive educational environment.
• Perform routine clerical tasks and operate a variety of educational and office related machines and
equipment.
• Communicate effectively in oral and written form.
• Understand and carry out oral and written directions.
• Appreciate human diversity; establish and maintain cooperative working relationships with children and adults.
• Demonstrate an understanding and receptive attitude toward students of varied age groups, particularly those exhibiting special needs.
• Establish and maintain effective organization, community, and public relationships.
• Interpret, apply and explain rules, regulations, policies and procedures
• Train, supervise, and evaluate assigned personnel.
• Provide effective District and community leadership to align Special Education programs and structure to
• Facilitate the Districts’ program goals.

CREDENTIAL
• Valid Special Education Teaching Credential or Pupil Personnel Services Credential.
• California Administrative Credential preferred. Valid California Administrative credential completed within
three (3) years of employment.

EDUCATION and EXPERIENCE
• A Master’s Degree from an accredited college or university required
• A minimum of three (3) years of successful teaching experience in a special education setting
• Experience serving in a supervisory role desirable
• A valid California Motor Vehicle Operator’s License

PHYSICAL DEMANDS AND WORKING CONDITIONS:
The physical requirements indicated below are examples of the physical aspects that this position must perform in
carrying out the essential functions of the position.
Physical Demands: Sit, stand, reach, look down, turn neck (frequently); walk, bend, stoop, squat, push, pull, climb
stairs, reach above shoulders (occasionally); kneel, crawl, lay down, use foot controls (infrequently); lift/carry
items to 10 pounds (frequently), to 25 pounds (occasionally) and 26 – 90 pounds (students, in emergencies);
grasp/manipulate materials and supplies (frequently); use seeing, hearing and speaking (continuously).
Working Conditions: Indoor classrooms, outdoor school yard and grounds. Exposure to: student and playground
noise, communicable diseases, unruly students, air conditioning, seasonal temperatures, dust, wind, pesticides
and possible smog.
