Vacancies Will Be Filled In The Following Specialty AreasChief Financial Officer, Deputy CFO, Senior ACFO Financial Management, ACFO Revenue Financial Accounting, Financial Management Systems, Revenue Systems.
The following are the duties of this position at the full working level.
  • Serves as technical expert for financial system business processes, rules, and application, providing
authoritative technical assistance, and guidance.
  • Serves as an expert analyst responsible for multiple financial management system components of IRS'
financial systems, including contributing to and helping coordinate the design, testing, implementation,
and evaluation of each system. The incumbent serves as the functional expert of their assigned portion of
the IRS' financial systems.
  • Familiar with project management tools and techniques to plan, schedule, implement, close and evaluate
daily technical and/or functional assignments.
  • Develops, implements, and coordinates new or improved business practices, technologies, processes and
procedures, and identify, evaluate operations within the IRS' financial systems to enhance functional
capabilities and solutions to integration/interoperability issues. Provides management with evaluative
reports assessing the effectiveness and efficiency of the financial systems.
  • Conducts operational reviews of assigned program(s) to assess compliance with existing guidelines.
Identifies trends and/or procedural problem areas, evaluates findings, determines impact of changes in
regulations and practices, and recommends corrections and/or appropriate course of action. May lead
lower graded employees in the review and evaluations of these complex programs.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework.   • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience using cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations; Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives; Experience in recognizing significant financial issues and legislative changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations; Experience using the principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information.
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Serves as technical expert for financial system business processes, rules, and application, providing authoritative technical assistance, and guidance. Serves as an expert analyst responsible for multiple financial management system components of IRS' financial systems, including contributing to and helping coordinate the design, testing, implementation, and evaluation of each system. The incumbent serves as the functional expert of their assigned portion of the IRS' financial systems. Familiar with project management tools and techniques to plan, schedule, implement, close, and evaluate daily technical and/or functional assignments Professional, comprehensive knowledge of the principles, functions, methods, requirements, and regulations that apply to large- scale, agency-wide operating accounting systems. Comprehensive knowledge of laws, regulations, and Treasury Department/IRS policies and procedures pertaining to federal financial management. Professional, comprehensive knowledge of a wide range of analytical and evaluative methods and techniques applicable to administering mission-related financial management programs. Ability to advise on agency-wide financial management efforts and analyze operational situations to ensure problem resolution. Comprehensive knowledge of written and oral communication techniques in order to describe and document analyses, share information, coordinate work efforts, communicate ideas to key officials, prepare and deliver reports, and engage in negotiations.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
