Maintenance Supervisor I - Plumbing of the Maintenance Department performs complex (journey-level) maintenance and construction supervisory work. Work involves planning, assigning, and scheduling staff for the installation, care, and repair of state facilities and equipment. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Works under the supervision of the Director of Maintenance for the San Antonio State Hospital (SASH) overseeing the daily operations and activities of the Maintenance Plumbing Department for SASH and the State Supported Living Center (SSLC). Work involves supervising maintenance staff, scheduling and assigning work, requisitioning materials, and supplies, estimating job work hours and materials required for projects, maintenance, and repair as well as preventive maintenance programs, and coordinating activities with other supervisors. Oversees contractual work performed by contractors and ensures work is verified and invoices are submitted in a timely manner. Will work with the Computer Aided Facilities Management (CAFM) system as it pertains to maintenance and plant operations work in support of facility property, equipment, and projects. Will ensure all work is in compliance with The Joint Commission (JC), The Intermediate Care Facilities for Individuals with an Intellectual Disability (ICF/IID), Life Safety Code and other regulatory standards. This position will assist in developing procedures, services, and performance standards to provide quality services to (consumers, patients, staff, and visitors etc.).
Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Essential Job Functions:
Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
Oversees maintenance and construction staff performing highly complex or primarily medium in scale maintenance and repairs and ensures that work standards and safety and building regulations are met.
Oversees, plans, and monitors contract projects and purchases. Prepares specifications and manages construction projects utilizing outside contractors. Ensures contract work and purchases remain within budget and projects are completed according to plan. Coordinates work of outside contractors and advise management on specifics of proposed or ongoing projects.
Oversees and participates in scheduled preventative maintenance programs. Tracks and ensures that preventative maintenance is performed on all assigned equipment in order to ensure that identified equipment in the preventative maintenance program (PM) operates effectively so there is no interruption of regular or back up services.
Supervises and trains staff; provides technical assistance. Develops and approves work schedules, monitors and evaluates cross training of craft personnel in all shops in order to provide adequate coverage after hours and as needed. Develops performance plans and employee evaluations on a timely basis. Ensures assigned employees complete required training in a timely manner. Interviews prospective employees and makes recommendations for hire of the best candidates to ensure only the most qualified individuals are selected.
Inspects current conditions to identify need for future maintenance or construction.
Inspects completed work on buildings, equipment, machinery, vehicles, and grounds; and reports inspection findings to appropriate staff and management.
Prepares reports; maintains records of repairs; provides status updates to management regarding projects, workloads, and project priorities; and processes documentation detailing work performed.
Coordinates with other supervisors to ensure efficient use of labor and materials. Sketches rough plans and designs for projects and provides advice on options.
Prepares estimates of work hours, materials, and resources required for projects
Inventories supplies and equipment, and initiates requisitions for materials and supplies for projects.
Supervises the work of others.
Performs related work as assigned.
Knowledge Skills Abilities:
Knowledge of HHSC Plant Maintenance policies and procedures.
Knowledge of applicable building codes and accreditation standards and inspection procedures.
Knowledge of building and grounds maintenance; construction techniques; plumbing and heating systems; electrical systems; sanitation practices; fire and safety regulations and procedures; painting, carpentry, and welding techniques; steel fabrication.
Knowledge of basic building construction principles; utility systems including heating, air conditioning, electrical wiring and plumbing.
Knowledge of tools and equipment used in the operation, maintenance, and repair of plumbing.
Knowledge of basic computer operations and the ability to use e-mail and create basic written reports and estimates.
Skill in the use of tools and equipment.
Skill in prioritizing work schedules, and in monitoring and inspecting the work performed by staff and contractors.
Skill in the use, maintenance and repair of tools and equipment used in plumbing.
Skill in monitoring the status and progress of projects; coordinating labor, materials, and equipment.
Skill in preparing and maintaining records, files, and reports; and maintaining a safe work environment.

Ability to analyze and review the completed general maintenance work orders as assigned in a timely manner.
Ability to prioritize and manage tasks independently.
Registration or Licensure Requirements:
1. Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.
Initial Selection Criteria:
1. Experience in plumbing, maintenance, and repair work.
2. Graduation from a standard senior high school or equivalent, supplemented by vocational training or special training in the plumbing trade, is generally preferred. Experience and education may be substituted for one another.
Additional Information:
The Maintenance Specialist II - Fire Safety Specialist normal work schedule is Monday-Friday 8:00 a.m. to 5:00 p.m. may be required to work additional hours as needed. Will be required to be a member of San Antonio State Hospital (SASH) Facility Maintenance Department's Emergency Preparedness Response Team 24 hours a day, 7 days a week, 365 days a year. Shift rotation coverage (after-hours, holidays and weekends) as needed. This position will require the successful applicant to work on an on-call schedule for response to the facility for situations on an as needed basis related the Fire Alarms and Fire Suppression Systems.
Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, and HHS OIG list of Excluded Individuals/Entities. Males between the ages of 18-25 must be registered with the Selective Service.
All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco Center for Youth applicants must be 21 years of age.
Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.
Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. Vaccines may be provided. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
