Health Human Services Comm is Hiring an Attorney IV Near Austin, TX

This Data Governance Attorney position will work in the Office of Chief Counsel and provide legal services to the various programs at HHSC. The Data Governance Attorney reviews contracts and other documents to ensure compliance with state and federal regulations, works with system areas to ensure proper reviews of information, and implements policies and procedures concerning data governance.

  • Essential Job Functions:
    (70%) Advises staff on legal matters and on the interpretation and application of data governance agency rules and state and federal laws.
    (15%) Coordinates the preparation of legal opinions, briefs, and reports on data governance issues.
    (5%) Assists in formulating, coordinating, and establishing policies and procedures for the Office of Chief Counsel related to data governance.
    (5%) May analyze or draft bills and amendments for legislative consideration, memoranda on regulatory matters, and administrative rules for the Texas Register.
    (5%) Performs related work as assigned.
    Knowledge Skills Abilities:
    Knowledge of: data governance; legal principles, practices, and proceedings; and of laws, regulations, and rules related to the health and human services agencies.
    Skill in: legal research, writing, and analysis; using a computer and applicable software; using reasoning and logic; identifying and solving complex problems; prioritizing workloads; and using judgment to identify courses of action.
    Ability to: study and evaluate processes and make recommendations, prepare opinions and briefs, conduct research, summarize findings, interpret and apply laws, use legal reference materials, communicate effectively orally and in writing, and supervise the work of others.
    Registration or Licensure Requirements:
    Member in good standing with the State Bar of Texas.
    Initial Selection Criteria:
    Experience in legal work. Graduation from an accredited law school with a Bachelor of Laws (LL.B.) or a Juris Doctor (J.D.) degree. Member in good standing with the State Bar of Texas.
