Health Equity Council is Hiring a Health Promotion Specialist Near Albuquerque, NM

Key Responsibilities include, but are not limited to, the following:

1. PROGRAM DEVELOPMENT & IMPLEMENTATION

A. Generic responsibilities:

o Develop and maintain programs and collective impact initiatives in alignment with HEC priorities and strategic plan, as assigned.

o Oversee implementation of grants and contracts received for assigned program activities in accordance with funding and reporting requirements.

o Contribute to process of regular updating of Community Health Profile and related assessment documents relevant to assigned programs/initiatives.

B. Specific responsibilities:

o Lead a larger, inclusive community initiative that sustains the Strategic Prevention Framework (SPF) plan to reduce prescription opioid drug use and illicit drug use among youth 12-17 and adults 18 years of age and older. Efforts are clarified in the SPF-Rx statement of Work (available upon request) and include efforts to:

  • Implement a comprehensive data driven approved strategic plan that includes environmental (community-based) prevention.
  • Work with the local and state evaluation team to develop and carry out a process and outcome evaluation.
  • Coordinate the ongoing needs assessment, capacity planning and strategic planning for opioid overdose prevention activities in Bernalillo County, using SAMHSA's Strategic Prevention Framework.
  • Increase HEC’s capacity to reduce the illicit drug use and misuse of prescription opioid drugs among Bernalillo County residents over 12 years of age

o Coordinate efforts with partners to support grant and other related efforts to prevent opioid and other substance use.

  • Plan and coordinate program events including coalition meetings. Track details and maintain effective planning design methods to support successful grant implementation.
  • Implement and document activities outlined by scopes of work and memoranda of agreement, assist with writing, and submit reports as deliverables to funders as required.
  • Communicate and collaborate with relevant administrative and programmatic leadership in organizations/institutions that fund this initiative.

o Organize, develop and sustain community-based collaborations aimed at achieving goals of reducing the non-medical use of prescription drugs among youth and adults.

o Develop policies and procedures. Ensure compliance with program regulations. Provide training and technical assistance, facilitation, coordination and skills development services to communities and coalitions.

o Engage in community outreach and development of targeted media campaigns addressing the priority

2. LOGISTICAL SUPPORT FOR PROGRAMS

A. Generic responsibilities:

o Develop agendas for programmatic committee/team meetings in conjunction with chairs or other appropriate leadership.

o Monitor programmatic budgets relevant to assigned initiatives, assuring compliance with funding regulations and budgetary guidelines.

o Contribute relevant information and data for grant proposals as needed.

o Orient and support volunteer committee members or volunteer staff/interns.

o Work with administrative assistant to oversee scheduling of meeting rooms, arranging supplies/handouts for meetings, and assuring appropriate room set-up, as well as overseeing set-up of conference calls and logistical arrangements for virtual meetings.

o Assure accurate communications to HEC and associated initiative members about meeting times, places, and meeting preparation.

o Assure adequate minutes of all meetings are taken, including documentation of attendance, and dissemination as appropriate.

B. Specific responsibilities:

o Assist in facilitation of Prevention Strategy Group in planning and implementation of prevention activities, including public summits, forums, action labs or other gatherings.

o With support from HEC administrative assistant, manage logistics for any such gatherings.

3. COMMUNICATION AND COMMUNITY OUTREACH SUPPORT:

A. Generic responsibilities:

o Contribute to HEC communications by providing ongoing updates, articles and other information appropriate for newsletters, website and social media to inform the public about initiative activities.

o Assure internal communication mechanisms are effectively connecting and informing all members of activities of assigned initiatives or programs.

Required Knowledge and Skills

· Commitment to identifying and eliminating socioeconomic, racial/ethnic, and geographic inequities that lead to disparate health outcomes in Bernalillo County.

· Commitment to and understanding of public health approaches and community health improvement through collaborative action.

· Proven coordination and organizational skills, including ability to track multiple details; collect, understand, and manage data; and set up systems to maintain data and information.

· Excellent written and oral communication skills.

· Strong personal interaction skills, leadership skills and commitment to working as part of a team.

· Strong computer skills with solid working knowledge of MS Word, Outlook, Excel, and PowerPoint.

· Trained or willingness to be trained as a Certified Prevention Specialist within 18 months of start of employment

Preferred Knowledge and Skills

· Ability to speak, read and write in Spanish preferred

· Fluency with social media and web technology preferred

· Experience performing needs assessments and facilitating strategic planning based on SAMHSA's Strategic Prevention Framework.

· Strong understanding of the field of substance abuse prevention and treatment, with experience in facilitation of collaborative efforts, beyond direct service provision.

· Commitment to reducing opioid overdose deaths through prevention, harm reduction and a full continuum of treatment options.

· Commitment to improving the systems for preventing and treating addictions in Bernalillo County.

· Knowledge of current organizations, institutions and individuals working in the field of substance use disorders in Bernalillo County.

· Highly organized and able to handle multiple projects and deadlines·

· Able to effectively evaluate projects and programs and produce comprehensive reports··

· Must be able to read and interpret policy as well as State and Federal regulations.

Background

· Minimum: Bachelor's degree in a relevant field with 2 years’ previous experience in public health or community health-related field, including behavioral health with a focus on substance use prevention.

Equivalent Substitution:

· Will accept 48 months of experience in lieu of a Bachelor's degree to equal 96 months of related experience.

Job Type: Part-time

Pay: $28.00 per hour

Expected hours: 20 per week
