Non-Competitive: possession of a license and registration as an insurance broker or insurance agent issued by the New York State Department of Financial Services, or other State regulatory agency, and ten years of professional experience in the administration of a public policy, public health, or insurance program. Three of the ten years must have been at a supervisory level. Substitution: a bachelor’s degree may substitute for four years of the professional experience above; a master’s degree may substitute for an additional year of the professional experience above.
Preferred Qualifications: The successful candidate will be highly organized, detail oriented, possess strong interpersonal skills for working in a cross-functional team environment and have effective time management skills to maintain multiple projects with complex details and timelines. Ability to present to various audience types (professional and consumer) and in various settings (conferences, meetings, community events and online forums). In addition, the ideal candidate, will be bilingual in Spanish, Chinese or Russian, have excellent writing and editing skills and familiarity of public health insurance programs. Experience using Word, Outlook, Excel, Power Point, WebEx. Bi-lingual (English/Spanish/Chinese/Russian)
Direct and coordinate outreach campaigns and partnerships for the purpose of promoting the NY State of Health Marketplace to the public, partners and stakeholders in the NYC/Metro NY Region. Assist in facilitating NY State of Health's presence at various events (professional conferences, community/cultural events, job fairs, events hosted by legislators, etc.) with an informational booth and/or other sponsorship opportunities. Serve as liaison for NY State of Health with state agencies and other public and private organizations. Assist in writing press releases for the purpose of gaining earned media in relation to NY State of Health and its programs. Assist in development and drafting of annual downstate Outreach/Marketing plan, advise department staff and local health officials on the application of mass media and community outreach approaches to public health issues, problems and/or needs, and serve as liaison with other state agencies, and public and private groups involved in health education and promotion.
